The USAID-funded CCBO project in US, implemented by Tetra Tech International Development is currently accepting expressions of interest for a MEL and Data Management Specialist. This position will be located in the main office in Arlington, VA.
The CCBO activity is a five-year initiative of USAID which will serve as USAID's flagship program to target ocean plastics directly at their source in cities and towns. The project works to prevent ocean plastic pollution by building capacity and commitment for Reducing, Reusing, and Recycling (3Rs) and solid waste management (SWM) in urban and peri-urban settings, particularly in riverine and coastal areas. CCBO works with multiple USAID missions on country-specific implementation of national and local activities, and with USAID/Washington on global-level activities.
Under the supervision of the CCBO MEL Manager, the MEL Specialist will ensure that CCBO’s activity monitoring evaluation and learning plan (AMELP) is implemented in accordance with USAID regulations, Tetra Tech best practices, and contractual requirements. This person will support the CCBO AMELP by playing a key role in ensuring that official datasets remain up-to-date and are properly linked to source documentation. This person will support implementation and review data entry progress of the AMELP and knowledge management and learning (KML) Strategy, ensuring that all CCBO datasets are updated as field activities are completed by CCBO staff, subcontractors, or grantees. This person will proactively send reminders to CCBO partners when data (and/or documentation) have not been received, and will provide technical support as needed to support timely submissions. The MEL Assistant will also support preparation of accurate data tables for all indicators to be used in quarterly and annual reports, as well as in more frequent review with CCBO management and technical staff.
Qualifications:
* 2 – 5 years’ experience supporting monitoring, evaluation, and learning or data management strategies for international development, non-governmental organization, or private sector programs/clients. USAID experience preferred but not required.
*Strong quantitative and qualitative analysis skills. Geospatial analysis skills desired but not required.
*Bachelor’s degree in relevant subject area.
*Ability to be self-directed and work well independently and as part of a geographically diverse team
*Strong organizational and management skills are essential, with an eye towards managing incoming data from multi-lingual teams with wide-ranging technical capacities.
*Experience and understanding of issues surrounding marine debris, solid waste management, climate change mitigation and adaptation and other areas sharing co-benefits from stemming the flow of plastics into the ocean are preferred, but not required.
* U.S. citizenship or a valid, current U.S. work permit is required
