Tetra Tech International Development Services is currently accepting expressions of interest from qualified candidates for a Chief of Party position on an anticipated USAID-funded Regional Disaster Assistance Program (RDAP) in Latin America and the Caribbean (LAC). RDAP’s primary objective is to build disaster management and risk reduction capacity to improve the ability of host nations and regional entities to effectively respond to disasters, reducing the human consequences of disasters and the need for U.S. government assistance. In LAC, USAID’s Bureau for Humanitarian Assistance (BHA) office provides support to risk management programs through its regional office in San Jose, Costa Rica.
The Chief of Party will have the primary responsibility of ensuring the timely provision and delivery of all required project technical deliverables to support the implementation of the project in the Caribbean, Central America, and South America.
Qualifications:
* Advanced degree in related disaster management field
* At least 12 years relevant work experience in developing countries, preferably in the LAC region, to include senior level management of complex projects, humanitarian response efforts, and implementation of international development, disaster preparedness and/or humanitarian assistance programs.
OR
* Bachelor’s degree in related disaster management field
* At least 15 years of work experience in developing countries, preferably LAC, to include experience in positions of responsibility in international development, disaster preparedness and/or humanitarian assistance programs, experience in Disaster Risk Management, and experience in disaster preparedness, training, mitigation, and response activities.
Additional Qualifications:
* At least 10 years of senior management experience leading international humanitarian assistance and/or international disaster risk reduction initiatives, including five years overseas experience in developing countries, preferably in LAC region.
* Minimum five years experience in disaster management activities.
* Experience successfully implementing complex USG-funded contracts, cooperative agreements, and/or grants is highly desired; experience working with USAID/BHA is strongly preferred.
* Demonstrated management ability and proven supervisory experience for effective implementation of complex multi-country and/or regional programs is an advantage.
* Demonstrated technical background or functional experience in the implementation and oversight of technical activities including institutional strengthening for disaster preparedness, training and professional development/adult education, mitigation, and response, and demonstrated expertise in key technical sectors for humanitarian programming (i.e. food security and nutrition, water and sanitation, protection and inclusion, environmental risk assessment, shelter and settlements).
* Technical, high-level proficiency in both Spanish and English is required.
