Learning Component Lead – Kosovo Social Contract Activity

Tetra Tech International Development  is seeking to a qualified senior-level Learning Component Lead to support a 5-year USAID-funded Social Contract Activity in Kosovo. The activity aims to introduce sustainable practices for public participation in order to improve Kosovo citizens’ quality of life and strengthen their partnership with the municipal government. This will be achieved through efforts to involve citizens in the design, monitoring and delivery of policy and programmes at the local (municipal and lower) level.

 

Working under the direction of the Chief of Party (COP) and in collaboration with local stakeholders, the Learning Component Lead will develop the methodology, conduct, and analyze the results of the public participation assessments and the mid-term learning assessment. This individual must showcase experience developing monitoring system and tools to track project activity progress, and similar experience in training local stakeholders on using the tools to collect the data, and aggregate and verify the quality of the monitoring data. The Learning Component Lead will regularly analyze the monitoring and evaluation data, suggest ways to adapt the activity implementation. Lastly, the individual must demonstrate expertise in systems thinking and participatory approaches as well as using complexity-aware monitoring approaches. This position is anticipated to be based in Pristina, Kosovo.

 

Qualifications:

*Master’s degree or higher in business administration, economics, evaluation research, international development, public policy, statistics, or another relevant field;

*Minimum of ten (10) years of demonstrated experience providing technical expertise in MEL activities, preferably for complex USAID or other donor-funded projects of similar size and scope;

*Minimum of five (5) years of progressively responsible experience in a supervisory role related to designing, managing, and implementing results-based MEL activities;

*Minimum of ten (10) years of demonstrated experience working with local governments, civil society organizations, advocacy, and improving communications between citizens and public officials;

*Demonstrated technical skills in analyzing quantitative and qualitative data, as well as experience in designing tools and strategies for data collection, analysis, and reporting;

*Extensive knowledge of reporting procedures, best practices, guidelines, and tools for MEL including impact evaluation;

*Excellent organizational skills and ability to work effectively in a fast-paced, stressful environment;

*Excellent interpersonal and communication skills, as well as cultural and political sensitivity;

*Professional written and spoken proficiency in English is required and fluency in Albanian and/or Serbian is preferred;

*Ability to work in Kosovo required.
