Chief of Party - Local Government Accountability and Performance Follow-on (LGAP)

Tetra Tech International Development is currently accepting expressions of interest from qualified candidates for a potential Chief or Party position on a USAID- funded program in Malawi. The anticipated five-year USAID-funded project will focus on improving local government performance and transparency, increase citizen engagement, and strengthen the enabling environment for decentralization. This would be a full-time position and be based in Malawi for the full life of project (anticipated five years).

 

 

Responsibilities:

The COP is responsible for the overall implementation of the project and his/her responsibilities include, but are not limited to, the following tasks:

 

*Provides quality assurance/quality control of all program deliverables;

*Provides leadership, supervision, and direction to the project’s field implementation team and additional short-term technical assistance resources;

*Monitors and evaluates project performance and progress, and informs Tetra Tech and the client organization of the results of this monitoring;

*Creates and maintains a culture of compliance and ethics throughout the field office;

*Is ultimately responsible for sound financial management of the project (Depending on size, scope and complexity of the project, either directly controls and authorizes, or delegates to appropriate unit managers, all in-country expenditures, overseeing local currency accounts, assuring submission of local accounts to the home office as per company requirements and standards, and working with the home office PM, DPM, and Controller on budget control and financial planning.);

*Supervises all project staff including administrative and/or technical assignments, signing of timesheets, travel approvals, recruitment; and provides training and conducts performance evaluations, or delegate these authorities as required;

*Supervises project startup and closeout activities, working with the home office team.

*Represents Tetra Tech  in-country at conferences, seminars, and other professional meetings that require presence of project COP;

*Serves as the official spokesperson of project activities with the USAID COR, host country government and local counterparts, and other collaborating institutions and agencies;

*Conducts client marketing for Tetra Tech, as time permits, gathering information on client procurements and introducing home office representatives to local individuals (overhead time – not billable);

 

 

Qualifications:

*A Master’s degree or other post-graduate degree in a relevant field or, at least 2-5 years of relevant experience in Malawi;

*Minimum of 10 years of relevant and progressively responsible work experience in developing countries (previous USAID Chief of Party or Deputy Chief of party experienced preferred);

*Minimum of 5 years of project management experience (supervising staff and budgets);

*Proven track record of achieving development impacts in a similar context;

*Demonstrated capability to work effectively with local government officials, local stakeholders, public interest and community groups, and private industry representatives;

*Experience and/or knowledge of USAID’s "Collaborating, Learning, & Adapting (CLA)" approach (http://usaidlearninglab.org/learning-approaches/cla) and facilitative, “light touch” approaches with a focus on sustainable impacts

*Excellent team building and leadership skills

*Financial integrity

*Outstanding communication, management, and reporting skills

*Strong MS Office skills, including Excel

*Fluency in written and oral English required

*Knowledge of USAID and other international donor rules and regulations
