Technical Specialists – USAID Collaboration for Sustainable Fisheries in Indonesia

Tetra Tech International Development is currently accepting expressions of interest from qualified candidates for potential technical specialist positions on a USAID-funded program in Indonesia. The five-year USAID-funded Collaboration for Sustainable Fisheries in Indonesia Activity will focus on advancing Indonesia's self-reliance to improve sustainable and equitable management of fisheries and reduce pressure to marine biodiversity. 

 

Technical specialists will provide technical and management leadership and contributions to activities within their field of expertise to achieve project outcomes. These would be full-time positions based in Indonesia for the full life of project (anticipated five years).

 

Tetra Tech seeks candidates specialized in the following areas:

 

* Fisheries Management Specialist: This position will work alongside the Ministry of Marine Affairs & Fisheries (MMAF) and Medium-Term National Development Plan (RPJMN) to enact and promote compliance with the newly drafted derivative regulations to support implementation of the Omnibus Law in the marine and fisheries sector. This position will work to promote effective and accountable fisheries governance through development and implementation of priority fisheries policies, regulations, and plans while supporting capacity building and increased stakeholder engagement.

 

* Private Sector Engagement Specialist: This position will work strategically to identify opportunities for increased engagement of the private sector in support of evidence-based fisheries management. They will work to promote increased private sector investments in sustainable seafood and build the capacity of industry associations (e.g., fishers, processors, traders, etc.) to advance sustainability in target fisheries.

 

* Fisheries Governance and Policy Specialist: This position will advocate for improvements to small scale fisheries governance and support improved organization of small scale fisheries, processors, and traders, particularly Indigenous people, women, and other marginalized groups.

 

* Gender and Fisheries Value Chain Specialist: Women make up the invisible half of Indonesia’s fisheries value chains. To promote improved sustainability and economic benefits for communities, the Activity must address persistent gaps and barriers to women’s empowerment and engagement across the fisheries sector. This position will work with technical leads to include women and marginalized groups in fisheries management, explore ways to improve social and economic benefits to women, and develop incentives for their support toward conservation objectives while ensuring equal access to information, capacity building, and other activity sponsored interventions.

 

Qualifications:

* Minimum of a Master’s degree (or equivalent) in marine/coastal resource management, marine biology or other marine science, fisheries resource management, or another relevant field;

* At least seven (7) years of relevant professional, preferably in Indonesia;

* Experience on USAID or other donor-funded projects preferred but not required;

* Proven track record of collaborating with a diverse array of stakeholders (including governments, the private sector, local organizations), fostering collaborative learning and adaptive management, and integrating social inclusion with women, youth, and other vulnerable populations;

* Professional fluency in English required; and
