Technical Specialists – Property Governance Activity (PGA)

Tetra Tech International Development Services, is currently accepting expressions of interest from qualified Kosovar candidates for potential Technical Specialist positions on an anticipated USAID funded project in Kosovo.

 

The anticipated project may address issues including strengthening tenure security and formalizing property rights of women, empowering women, combatting corruption, engaging with the private sector to promote investment and economic growth and positively influencing societal attitudes towards women accessing land and engaging as economic actors.

 

Technical Specialist Position Description: Technical Specialists will be responsible for providing technical expertise and guidance to successfully implement interventions relevant to their respective technical areas. Specialists duties include: contributing to development of work plans and implementation budgets; being responsible for timely and effective implementation of discrete technical interventions; developing collaborative working relationships with government counterparts, civil society and the private sector; producing progress reports; and contributing to monitoring, evaluation and learning (MEL) reporting.

 

Qualifications:

Legal Specialist:

* Masters’ degree in law;

* At least three (3) years demonstrated experience supporting the Government of Kosovo to develop laws and regulations related to land tenure and property rights, economic development, gender equality and/or anti-corruption initiatives;

* Demonstrated ability to engage in multi-stakeholder dialogue, including sustaining partnerships and strong working relationships with donors, host country government counterparts, academic institutions, and civil society;

* Excellent oral and written communication skills;

* Fluency in English

 

Monitoring Evaluation and Learning (MEL) Specialist:

* University degree in a relevant field, masters preferred;

* At least three (3) years demonstrated experience designing and implementing strategies to collect, analyze, and disseminate data related to performance measures under international donor-funded programs (USAID financed programs preferred);

• Demonstrated experience ensuring that data collection methods are correct, reliable, and accurate, delivering trainings to Activity staff and stakeholders; and summarizing and disseminating results of data analysis to diverse audiences;

* Excellent oral and written communication skills;

* Fluency in English

 

Communications Specialist:

* University degree in a relevant field, masters preferred;

* At least three (3) years demonstrated experience developing communications strategies and products designed to support Activity implementation and demonstrate Activity successes and engaging government, civil society and private sector stakeholders in outreach and information campaigns (USAID experience preferred);

* Excellent oral and written communication skills;

* Fluency in English
