Monitoring, Evaluation, and Learning (MEL) Specialist - Tunisia Civil Society and Good Governance Activity

Tetra Tech International Development Services headquartered in Arlington, VA is currently accepting expressions of interest from qualified candidates for a potential Chief of Party position on a USAID funded program in Tunisia.

 

The purpose of the anticipated five-year, USAID-funded Tunisia Civil Society & Good Governance Activity is to facilitate a productive relationship between civil society and the Government of Tunisia, focusing on three key roles of civil society in a middle-income, democratic country: 1) advocacy/ campaigner (for example advocating for changes in existing laws to facilitate reforms), 2) watchdog (for example, monitoring of reforms and human rights issues), and 3) participant in global governance processes (for example, the open government partnership standards, advisory boards of investment funds, etc.). The program will work nationwide, differentiating between the capacity-building needs of smaller, regional NGOs, Associations, think-tanks and other types of local organizations and more developed, Tunis-based CSOs, creating linkages networks, and platforms for knowledge sharing, partnerships, and joint-action.

 

Position Description: Responsible for implementation of the program’s Activity Monitoring, Evaluation, and Learning Plan (AMELP), which describes all data collection, analysis, and reporting tasks to be conducted over the life of Activity. Collaborates with the Chief of Party and technical team members on annual planning, definition of outputs, outcomes, and results, and coordinates the preparation of quarterly and annual reports, as well as other deliverables involving governance sector-related data and indicators. Ensures data quality, rigor, and relevance for all approved indicators and preparation/validation of detailed indicator reference sheets. Supports staff, partners, and grantees in collecting reporting, and verifying that data and indicators meet Tetra Tech and USAID quality standards. Qualified applicants from Tunisia are highly encouraged to apply.

 

Qualifications:

*Bachelor’s degree in related field, Master’s degree highly preferred;
*At least 5 years of demonstrated leadership of MEL tasks and teams. Familiarity with academic research methodologies and data collection, as well as theory of change;
*Experience in MEL with donor funded projects; USAID funded project preferred;
*Experience with organization development, performance management strongly preferred;
*Experience training organizations or individuals in MEL processes preferred
*Demonstrated ability to generate creative and impactful data displays preferred;
*Demonstrated organizational ability and computer literacy;
*Excellent written/spoken communication skills in Arabic required with French and English preferred.
