Senior Policy and Business Enabling Environment Specialist

Tetra Tech International Development Services (http://www.tetratech.com/intdev) headquartered in Arlington, VA is currently accepting expressions of interest from qualified candidates for a potential Senior Policy Specialist position on an anticipated USAID-funded investment and agriculture export program in Rwanda.

 

The Senior Policy and Business Enabling Environment Specialist will be responsible for identifying key policy issues affecting agricultural exports, business enabling environment and private sector investment. This position will be responsible for understanding how public policies and practices affect agricultural export promotion and investment schemes, and the overall agri-business climate. The successful candidate will collaborate with and increase the capacity of government and private sector actors including trade and business associations, as well as relevant women’s- groups. The Senior Policy and Business Enabling Environment Specialist will identify barriers to trade and issues which require policy, legal and regulatory reform in order to streamline business investments, registration, and permits. The role of the Senior Policy and Business Enabling Environment Specialist is to design or redesign policies which make the entire export, business enabling environment and private sector investment process more effective, efficient and competitive.

This position is anticipated to be full time, based in Kigali, for a period up to five years. Rwandan candidates, especially women, youth and people with disabilities, are encouraged to apply.

 

Required and Desired Qualifications:

* Bachelor’s degree in a relevant area (public policy, law, government or investment banking, for example) required, Masters’ degree preferred, (significant relevant experience will be considered in lieu of a Masters’ degree).

* A minimum of 10 years of experience contributing to successful policy development and/or enabling environment reform in Rwanda.

* Significant experience working on the design or drafting of government policies

* An ideal candidate will also have extensive experience working with the private sector to advocate for evidence-based policy reform (preferred)

* Fluent proficiency in English speaking, reading and writing required
