Women in Waste’s Economic Empowerment (WWEE) Activity Manager - Clean Cities, Blue Ocean (CCBO), Philippines

Tetra Tech International Development Services, headquartered in Arlington, VA is currently accepting expressions of interest from qualified WWEE Activity Manager candidates for the CCBO program. This position will be based in Manila, Philippines.

 

Position Description/Summary: On August 28, 2019, Tetra Tech was awarded the Clean Cities, Blue Ocean (CCBO) program, a five-year, $48 million contract from the USAID Bureau of Economic Growth, Education, and Environment’s Office of Land and Urban. CCBO is the Agency’s flagship program to respond to the global crisis of marine plastic pollution, designed to target marine plastics pollution directly at its source in cities and towns, specifically in rapidly urbanizing areas throughout many low- and middle-income countries. Under direction from USAID’s Office of Land and Urban, and in collaboration with global, regional, and local stakeholders, CCBO will test, scale, and share inclusive and sustainable reduce, reuse, recycle (3R) and solid waste management (SWM) solutions in focal countries and selected municipalities within.

 

The Women in Waste’s Economic Empowerment (WWEE) Activity Manager, based in Metro Manila,  develops, provides additional vision (while following the Activity Work Plan), manages and directs the implementation and success of the WWEE activity in both the Philippines and Indonesia. In addition to overall management, s/he oversees the daily activity and execution of the activity Work Plan, while ensuring, together with the Gender Advisor/Deputy Activity Manager, the high quality of the training and mentoring, and good relations with LGUs and the commercial private sector. S/he ensures that the program aligns with CCBO, USAID, and W-GDP objectives and meets Monitoring and Evaluation Plan targets. The Manager has final responsibility for ensuring that WWEE recruits sufficient number of participants and WWEE funding recipients. The Manager manages and collaborates with the awarded, supporting program grantee in the Philippines, as well as manages and oversee a potential Indonesia grantee(s) organization(s) and Indonesian staff member who will manage day-to-day WWEE activities in Indonesia. In addition, the Manager will work closely with the Deputy Manager and with CCBO administrative specialists to identify and onboard a consultant or firm to develop and run the WWEE website, which will host the remote training program and serve as the main hub for information about the activity for interested participants and members of the public.

 

The Manager will be supported by CCBO’s Gender Advisor to the Philippines who also serves as the Deputy WWEE Activity Manager, and a team of CCBO technical and administrative specialists who will support the WWEE activity part-time. The Manager will receive technical support and supervision from the CCBO Social and Behavior Change and Gender Director, based in the U.S.  The Manager will be supervised day-to-day by the CCBO Regional Director, based in the Manila office.

 

Qualifications:

* Minimum of 10 years of experience in management positions;

* Bachelor degree in Women’s studies/Gender or in business with coursework in gender;

* Masters degree in Business Administration preferred or equivalent training and experience, especially if undergraduate degree was not in business;

* Good oral and communication skills;

* Demonstrated ability to work in teams;

* Ability to work with and support people from high levels of Philippines and international business community, grantee organizations, informal waste collectors, and others as required;

* At least 1 year of experience in training, business and/or gender training is preferred;

*Demonstrated familiarity with USAID policies and procedures preferred;

*Experience with solid waste management and/or recycling is a plus.

* Fluency in written and spoken English and Filipino/Tagalog;

* A four-year University degree is required.
