Monitoring, Evaluation and Learning Manager - Central Asia Water and Vulnerable Environment Activity

Tetra Tech International Development Services, headquartered in Arlington, VA is currently accepting expressions of interest from qualified candidates for a Monitoring, Evaluation and Learning (MEL) Manager position on the U.S. Agency for International Development (USAID)-funded Central Asia Water and Vulnerable Environment Activity. This position will be based in Almaty, Kazakhstan. The goal of the activity is to strengthen regional capacity to manage shared water resources and mitigate environmental risks in the Syr Darya and Amu Darya river basins, shared by five Central Asian States – Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. The activity seeks to improve the capacity of small and regional river basin councils to identify and address water management issues; and support national governments to improve regional collaboration, effective joint water management practices, and legal/regulatory improvements.

 

Position Description: The MEL Manager is responsible for implementation of the Activity Monitoring, Evaluation, and Learning Plan (AMELP), which describes all data collection, analysis, and reporting tasks to be conducted over the life of Activity. The MEL Manager will develop and oversee the WAVE MEL system, process and activities to measure progress and lessons-learned against the WAVE activity’s established performance milestones. The MEL Manager provides training, mentorship, and quality control on MEL systems and procedures to technical staff, subcontracting partners, and grantees. 

 

Qualifications:

Diploma and/or Master’s degree, in international development/, international relations, social studies, business administration, economics, statistics or other related social science field is required

* Must have at least six (6) years’ experience in MEL program development and management for international development, preferably with USAID contract experience

* Experience with mobile data collection and database management required

* Experience using GIS or any other database software program application is preferred

* Specific knowledge of MEL in the context of natural resource management or related programming is an asset

* Must be computer literate (in Microsoft Office applications such as Excel, Word, PowerPoint, etc.)

* Demonstrated experience working in a team environment;

* Demonstrated openness to change and ability to manage Complexity and to multi-task under tight deadlines.

 

* Professional fluency in Russian and English is required.
