Director of Monitoring, Evaluation, and Learning – Ukraine HOVERLA Activity

Tetra Tech International Development Services, headquartered in Arlington, VA is currently accepting expressions of interest from qualified candidates for a potential Director of Monitoring, Evaluation, and Learning (MEL) position on a U.S. Agency for International Development (USAID)-funded project in Ukraine. The goal of this project is to continue USG support to the Government of Ukraine in implementing a more decentralized, transparent, and community-focused governance model. This Activity will strengthen and deepen democratic governance reforms and institution-building in Ukraine and ensure that more decisions and policies are being set at the local level, with more resources flowing from the central government down to local communities.

 

Position Description: Working under the direction of the Chief of Party (COP), the Director of Monitoring, Learning, and Evaluation provides the strategic guidance, vision, and management for successful monitoring and evaluation of the Activity. This individual works closely with Activity leadership and ensure the strategic and functional integration of all MEL activities as well as active collaboration with donors, other implementers, and local counterparts. The MEL Manager oversees MEL activities, provides technical direction and support for data collection and analysis, and ensure capture of learning and results throughout contract implementation.

 

Qualifications:

*Bachelor’s degree or higher in business administration, economics, evaluation research, international development, public policy, statistics, or another relevant field; advanced degree preferred;

*Minimum of ten (10) years of demonstrated experience providing technical expertise in MEL activities, preferably for complex USAID or other donor-funded projects of similar size;

*Minimum of five (5) years of progressively responsible experience in a supervisory role related to designing, managing, and implementing results-based MEL activities;

*Demonstrated technical skills in analyzing quantitative and qualitative data, as well as experience in designing tools and strategies for data collection, analysis, and reporting;

*Extensive knowledge of reporting procedures, best practices, guidelines, and tools for MEL including impact evaluation;

*Excellent organizational skills and ability to work effectively in a fast-paced, stressful environment;

*Professional proficiency in English, and Ukrainian and/or Russian is required.
