Senior Technical Specialists – Philippines Cities for Enhanced Engagement and Governance Activity

 

Tetra Tech International Development Services, headquartered in Arlington, Virginia in the United States is currently accepting expressions of interest for various potential Technical Specialist positions on a U.S. Agency for International Development (USAID)-funded project in the Philippines. The goal of this project is to provide support to the Government of the Philippines in providing a more decentralized, transparent, and people-focused governance mechanism.

 

The goal of this project is to support strengthened democratic governance in the Philippines by making local governance more responsive. It will do this by focusing on strengthening the enabling environment for decentralization; enhancing service delivery capacity, legitimacy, transparency, and accountability of participating local governments; and empowering citizens through increased participation in and oversight of local governance processes.

 

The Technical Specialists will provide technical and management support to activities within their field of expertise to achieve project outcomes. Positions may be for long-term project staff or opportunities for short-term technical assignments, and may be based in Manila, Philippines or other project cities (i.e. Batangas, Legaspi, Puerto Princesa, Iloilo, Tagbilaran, Cagayan de Oro, Zamboanga, and General Santos) as determined by project needs.

 

Tetra Tech seeks candidates with expertise in one or more of the following areas:

 

*Decentralization within local government structures

*Service delivery models

*Enhancement of local government transparency/accountability

*Community engagement and empowerment

 

Qualifications:

 

*Bachelor’s degree or higher in a related field (Master’s preferred);

*Minimum of ten (10) years of relevant professional experience;

*Demonstrated expertise in analytical, writing, and training skills;

*Excellent interpersonal and communication skills, as well as cultural and political sensitivity;

*Demonstrated experience with institutional development and analysis;

*Demonstrated familiarity with and commitment to addressing gender equality;

*Professional written and spoken proficiency in Tagalog and English is preferred;

*Prior experience living and working in the Philippines and/or any other countries in Southeastern Asia (preferred);
