Senior Cross-Cutting and Operations Specialists – PNG/SI Forest Governance Program

Tetra Tech International Development Services headquartered in Arlington, VA is currently accepting expressions of interest from qualified candidates for various potential Senior Technical Specialist positions on an anticipated USAID-funded opportunity titled: Papua New Guinea and Solomon Islands Forest Governance Program.

 

The purpose of the Program is to address the drivers of deforestation and forest degradation, unsustainable forest and land management, the lack of data to inform forest and land management decisions, and the lack of participatory land use planning and livelihood opportunities for forest-dependent communities in Papua New Guinea and the Solomon Islands.

 

Senior Technical Specialists will provide technical and management support to activities within their field of expertise to achieve project outcomes.

Gender Specialist: to provide technical and managerial oversight in implementing the program’s gender approach, including supporting activity integration of gender considerations, knowledge sharing and learning related to gender and vulnerable positions, and implementation of gender analysis. Experience working in the Natural Resources Management Sector preferred.

 

Social Marketing/ Behavior Change Communications Specialist (SM/BCC) experienced in designing and implementing behavior change communication activities and campaigns using effective messaging platforms (social/digital media, radio and local messaging), particularly in Natural Resource Management or Conservation. Experience working with regional and national BCC firms, advertising agencies, public relations experts, production vendors, community mobilizers, and/or consultants is required. Experience building capacity of local community-based organizations to implement quality and successful SM/BCC and advocacy activities is desirable.

 

Social and Environmental Safeguards Specialist will be experienced in developing and monitoring social and environmental safeguards in PNG and/or SI, particularly in natural resources sectors. The ideal candidate will have experience working towards the implementation of safeguards and risk management frameworks. In the absence of specific experience working with safeguards, a candidate should have experience anticipating risks, designing indicators, and developing monitoring frameworks for biodiversity, social inclusion, gender impacts, or other areas that may experience impacts from natural resource development.

 

Operations Director with extensive experience overseeing and managing day-to-day project operations, including administrative, finance/accounting, contract/ grants and human resources. S/he will have a proven track record of successfully managing a team to deliver required project financial/accounting, administrative, grant compliance, procurement and subcontract

deliverables on time, in scope and on budget. The ideal candidate will have in-depth experience implementing USAID projects and be well versed in applying U.S. Government rules and regulations.

 

Qualifications: All candidates should meet the following minimum requirements:

 

* 7+ years’ experience in international development operations, preferably working on large donor funded projects;

* At least 4+ years of demonstrated experience providing technical, operations, and/or managerial input and/or advisory services in the designated area of specialization in a Melanesian context;

* Advanced degree in relevant discipline;

* Excellent communication skills in English.
