Deputy Chief of Party, Technical - USAID Urja Nepal
Tetra Tech’s International Development Services, based in Arlington, VA, is recruiting for a Deputy Chief of Party (DCOP) - Technical to be mobilized to Kathmandu, Nepal to support the implementation of USAID’s Urja Nepal Activity. The position is full-time and is contingent upon contract award. The DCOP will backstop the Chief of Party (COP) in the management of the technical issues under this contract.
Position responsibilities:
- Work closely with the COP in management and decision-making to ensure project activities are meeting client and stakeholder expectations.
- Supervise the project team’s technical staff and provide oversight to the overall project implementation functions.
- Ensure adherence to Tetra Tech and USAID administration policies and procedures.
- Oversee subcontractors and/or grants to local partners; train and provide guidance to subcontract/grantee finance managers on managing project expense to annual work plan and contract budgets, as needed; and, ensure all contractual documentation is complete and compliant with the terms of the reference in the contract.
- Provide leadership and support during project start-up and close-out regarding preparing/finalizing technical deliverables and providing support for on-boarding and training project staff.
- Work with the COP and home office human resources staff on employee relations matters and documentation for adverse events.
Essential KSA’s required (experience, skills, education, certification, etc.):
- 5 years of related work experience in fields related to energy security and management.
- Master’s degree in international development, energy planning, natural resource management or related field, or Bachelor’s degree with 7 years related work experience.
- Prior experience managing technical activities for energy sector reform projects led by USAID or other donors.
- Demonstrated knowledge, skills, and/or experiences in the technical areas required under the project, including: utility performance, power sector regulations, and private investment in the energy sector.
- Fluency in English (reading, writing and presentation skills) is required.
Valued but not required KSA’s:
- Fluency in Nepali is a plus.
Line management responsibility:
- Full-time local technical staff.
- Oversee performance of short-term technical assistance.
