Chief of Party - Vietnam

Tetra Tech International Development Services, headquartered in Arlington, VA is seeking applications from qualified individuals for a resident Chief of Party (COP) for an anticipated USAID energy activity in the Vietnam. USAID’s new activity will partner with the government, electric utility industry, private sector to support Vietnam’s energy sector transformation to a clean, secure, and market-driven sector by mobilizing investment in the deployment of advanced energy systems, enhancing power system flexibility, and increasing competitiveness that supports U.S. strategic interests in growing private sector engagement in the Indo-Pacific Region to create investment opportunities for U.S. companies. The COP will provide overall strategic leadership and technical guidance, financial and administrative management and oversight to the project. S/he will be responsible for project deliverables and reporting. S/he will serve as the main point of contact with Tetra Tech’s home office in Arlington, Virginia, USAID, public and private sector partners, and other international organizations working in the energy sector. This is a five-year fixed-term appointment with benefits.

 

Position responsibilities:

  • Serve as the overall project manager and point of contact with USAID/Vietnam.
  • Develop overall strategy and project activity design in accordance with the project objectives, and consultation with public and private sector partners.
  • Lead a multi-disciplinary team of international and Vietnamese technical, policy and financing experts to achieve defined project results, produce deliverables on schedule, and build successful partnerships with stakeholders, counterparts and donors.
  • Manage the preparation of the project’s progress reports, work-plans and other contractual deliverables.
  • Supervise the project’s crosscutting personnel and activities training, monitoring and evaluation, communications, gender integration and environmental compliance.
  • Coordinate with the home office in Arlington, Virginia in procuring subcontractors, equipment and services.
  • Coordinate with the home office in Arlington, Virginia on the recruiting and hiring of staff and consultants.
  • Manage the overall 5-year project budget including forecast expenditure reports to both USAID and the home office in Arlington, Virginia and update the project budget to mitigate cost overruns.
  • Act as a liaison to the home office for day-to-day problem-solving.
  • Perform other related duties as needed.

Essential KSA’s required (experience, skills, education, certification, etc.):

  • MA/MS with 10 years of experience or PhD with 8 years of experience or the equivalent combination of education and experience.
  • A degree in an energy-related field, including engineering, policy, legal, finance, economics, or other.
  • Senior management experience in the energy policy and regulations, competitive energy procurement, electric utility industry, energy project financing, renewable energy, energy efficiency and gas-to-power project development. Prior experience as a COP preferred.
  • Proven leadership managing multi-million-dollar, multi-year international development projects in the energy sector.
  • Ability to establish solid working relationships with high-level/senior national and local government officials, the private sector and civil society.
  • A proven record of excellent management, strong administrative and organizational skills, strategic thinking and decision-making, leadership, communication and interpersonal skills, including being a strong writer and articulate speaker.
  • Proven ability to handle multiple tasks in a fast-paced, deadline-oriented environment.
  • Excellent leadership skills including strategic thinking, decision-making, oral and written communications, ability to motivate and collaborate with others to achieve team goals.
  • Fluency in English (reading, writing and presentation skills).

Line management responsibility:

  • Supervises key personnel and technical leads in cross-cutting areas.
  • Manages entire program.


Physical demands & work environment:

  • Office setting, frequent domestic travel, occasional international travel to U.S. and within ASEAN region.
