Tetra Tech ARD, headquartered in Burlington, Vermont is accepting expressions of interest from qualified Subject Matter Experts for an anticipated USAID-funded Association of Southeast Asian Nations (ASEAN)  project, based in Jakarta, Indonesia with travel throughout the ASEAN region. The anticipated project will support and enhance the ASEAN's capacity to advance good governance and regional security, and promote equitable and sustainable human development in the region.

Responsibilities and Profiles include, but are not restricted to:

Subject Matter Experts will be responsible for engaging in all technical and administrative aspects of the program and will coordinate closely with USAID in developing, implementing, and revising the project’s overall field strategy. We are accepting Expressions of Interest for Specialists in Governance , Trade and Investment, Regional Security, Political Economy, Vulnerable Populations, Monitoring and Evaluations, Facilitation, Finance and Administration, Disaster and Conflict Management, and Communications. These technical experts will collaborate to provide strategic and comprehensive technical oversight and guidance throughout the program.

Qualifications:

*Advanced degree or higher in political science, international relations, international development, human rights, organizational development, communications, economics, or related field required;

*Excellent diplomatic skills and ability as well as experience working with high-level government officials and policymakers, and regional secretariats;

*Technical experiences in areas including governance, rule of law, security, economic cooperation, socio-cultural cooperation, economics, strategic communications, and/or the promotion of human rights;

*Experience working in the ASEAN countries of Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Thailand, and/or Vietnam;

*Demonstrated management achievements with proven skills managing dynamic technical teams of international and national staff and consultants;

*Experienced with USAID contract administration and grants under contract (GUC);

*Strong communications skills, both verbal and written; and

*Fluency in English required.
