Team Lead, Developer (Case Management System) (JSSP)

The INL-funded Justice Sector Support Program (JSSP) in Afghanistan, implemented by Tetra Tech International Development is currently accepting expressions of interest for a Team Lead, Developer (CMS).  This position will be located in the Dubai, UAE project office.

  

JSSP’s primary objective is to support the development of an Afghan professional cadre that is capable of sustaining, equipping, managing, and enabling its own criminal justice organizations. JSSP provides training and capacity building for Afghan officials in the Ministry of Justice (MOJ), Attorney General’s Office (AGO), Supreme Court (SCt), Ministry of Women’s Affairs (MOWA), and other justice sector organizations. The project has three main components:

  

Case Management System (CMS): CMS is an online application designed to track criminal and civil cases. The CMS is intended to harmonize and interlink justice institutions to effectively perform their functions.

 Organizational Capacity Building (OCB): This component focuses on capacity building for justice institution personnel and ensuring that justice institutionsare able to fulfill their mandates and operate independently.

 Legislative Capacity Building (LCB): JSSP’s efforts in LCB contribute to ensuring that laws and related documents are coherent, comply with the Constitution, treaties and conventions, and incorporate internationally recognized standards for the protection of women and vulnerable groups.

 

This will be a long-term position based in Dubai, UAE.

  

Duties includes:

  • Provide direct technical support to the U.S. and Afghanistan based Justice Sector Support Program (JSSP) application development teams on the discovery process, development and implementation of the CMS 2.0 application  

  • Supervise the operations of the Afghan CMS application development team 

  • Oversee the coordination of the Afghan and US based development team on the development of CMS 2.0 and other related activities  

  • Participate in CMS Monitoring Board meetings, staff meetings, and CMS application related meetings  

  • Coordinate internal and external offices in all CMS application communications  

  • Monitor the current CMS database for optimal performance to ensure end user access to the application  

  • Manage the process of reviewing, implementing, and evaluating change requests to the current CMS application  

  • Supervise the administration of the CMS application, e.g. add new users, add new CMS locations and other activities related to the administration of the application  

  • Provide oversight and expertise in creating ad hoc query reports  

  • Provide guidance in deleting duplicate cases as they are identified  

  • Work directly with the Component Lead, Deputy Component Lead, Senior Advisor, and U.S. and Afghan application development teams to identify CMS structural issues and develop necessary repairs/changes and enhancements   

  • Perform other duties as assigned   

Qualifications:  

  • A minimum of 10 years’ professional experience working on large scale IT projects, preferably in developing nations and/or developing justice systems  

  • Demonstrated strategic planning and program management experience  

  • Superior interpersonal skills  

  • A Bachelor’s degree required, Master’s degree preferred  

  • Experience developing positive, professional relationships with clients, colleagues, or business partners.   

  • Superior interpersonal skills; the ability to interact in a constructive, cooperative, and harmonious manner; to work effectively as a team player; to establish positive relationships and gain the confidence of others  

  • The ability to work effectively in a fast-paced, stressful environment. In addition, he or she must be flexible, willing to perform other duties and work irregular hours

     

    * Must be an American National (AN) or Third Country National (TCN);

    * Ability to obtain aModerate Risk Public Trust (MRPT) Clearance required.
