Technical Specialists – USAID/Colombia Amazon Forests and Biodiversity, Colombia

 

Tetra Tech International Development Services (http://www.tetratech.com/intdev) headquartered in Arlington, VA is currently accepting expressions of interest from qualified candidates for various potential Technical Specialist positions on a USAID-funded program in Colombia. The 5-year USAID-funded biodiversity conservation initiative titled Amazon Forests and Biodiversity is in response to Colombia’s recent surge in deforestation and biodiversity loss in the Amazon’s deforestation arc and its area of influence (Caquetá and Guaviare). The purpose of the activity is to (1) improve the effectiveness of environmental crime prevention and prosecution and (2) improve the effectiveness of forest conservation and management. This will be an integrated activity designed to contribute to Colombian development by strengthening social cohesion, responsive governance, and environmentally sustainable economic development.
 

The Technical Specialists will provide technical and management leadership to activities within their field of expertise to achieve project outcomes. These would be full-time positions based in Colombia for the full life of project (anticipated five years).

 

Tetra Tech seeks candidates specialized in the following areas:

*Environmental Crime and Justice Systems Strengthening Specialist: experienced in environmental crime related policies and processes to improve the application of environmental crime-related laws in the Colombian Amazon and assess and strengthen judicial processes for prosecuting and sanctioning environmental crimes at all administrative levels.

 

*Natural Resource Management Specialist: experienced in natural resource management policies and promising practices in the Colombian Amazon. The Specialist will strengthen the capacity of stakeholders (indigenous, protected areas, and forest reserve managers) to improve enforcement of and compliance with environmental laws that protect natural resources, and the sustainable management and use natural resources, primarily forests (timber and NTFPs).

 

*Land and Resource Rights Specialist: experienced in land and resource rights issues and the administration and adjudication of land rights in the Colombian Amazon to strengthen resource rights of local community groups (indigenous and legal settlers) and their ability to protect and manage their land and resources sustainably.

 

*Protected Area Management Specialist experienced in working with the Sistema Nacional de Áreas Protegidas (SINAP) to prevent, detect and sanction environmental crimes in and around protected areas in the Colombian Amazon.

 

*Environmental Knowledge Management & Learning Specialist experienced in the generation, capture and communication of knowledge to promote learning and adoption of effective practices to prevent, detect, and report environmental crimes in the Colombian Amazon. 

 

*Environmental Monitoring Specialist: experienced in the monitoring, evaluation, data synthesis, and use of applied technology related to Amazon ecosystems to monitor and report on environmental trends related to deforestation, degradation, land-use threats, environmental crimes, geospatial imagery/data analysis, and ecosystem services.  

 

*Sustainable Livelihoods Specialist: experienced in the development and implementation of strategies to increase environmentally sustainable market-based economic opportunities, for indigenous and non-indigenous populations, in the Colombian Amazon.

 

*Civil Society Engagement Specialist experienced in building the capacity of civil society (indigenous and non-indigenous) to innovate, advocate for, and foster constructive public debate and action to prevent and reduce environmental crime. 

 

Qualifications:

* Master’s degree or equivalent in a relevant discipline is required;

* Minimum seven (7) years’ experience in their respective field of technical expertise;

* Spanish proficiency required, English a plus;

* Colombian nationals are strongly encouraged to apply.
