WASH-FIN Zambia Infrastructure Specialist

Tetra Tech International Development Services is currently accepting expressions of interest from qualified [Infrastructure Specialist] candidates for the [USAID-funded Water, Sanitation and Hygiene Finance (WASH-FIN)] program.

 

Tetra Tech is implementing the USAID funded Water Sanitation and Hygiene Finance (WASH-FIN) project in Zambia aiming to close WASH Sector financing gaps. In Zambia, the program will focus on improving WASH sector financing and service delivery through support to the Ministry of Water, Sanitation and Environmental Protection (MWSEP) and selected Commercial Water Utilities (CUs) in leveraging additional financing through private capital and/or blended finance. The program will also undertake activities in support of government’s desire to establish a Water Sector Financing Mechanism. WASH-FIN will further undertake knowledge management activities in Zambia. Towards this end, the project has a vacancy for an Infrastructure Specialist.

 

Position Description/Summary: Under the direct supervision of the Zambia Country Team Leader, the Infrastructure Specialist will be responsible for ensuring the successful development of pipeline water and sanitation infrastructure projects for potential funding in Zambia. The Infrastructure Specialist will be the main link with the Commercial Utilities (CUs) on all engineering and technical aspects of the program and will conduct a wide range of technical activities for providing support to the CUs in identification and development of pipeline projects for market readiness (Component 1 of the WASH-FIN Zambia Concept Note). The Infrastructure Specialist will also provide key technical inputs required for successful implementation of Component 2 as defined in the WASH-FIN Zambia Concept Note, in support of the establishment of the WASH Financing Mechanism.  The position will be based in Lusaka, Zambia, with a duration of approximately two years.

 

Responsibilities:

* Review proposed pipeline projects and assist Commercial Utilities (CUs) to refine these for market readiness. This will involve assisting CUs to structure projects to balance technical and commercial concerns such that they demonstrate strong potential for commercial viability.  Subsequently, this will include assistance in the packaging of project documentation to facilitate their presentation to potential financiers, and ongoing support to facilitate the closure of affordable financing.

* Work with the Zambia Country Team Lead and any subcontractors on definition of a potential pilot project in Eastern Province, including leading technical discussions for the same.

* Contribute to further definition of WASH-FIN scope in support of Component 2 – the establishment of a WASH Financing Mechanism, and provide technical input as may be required for its successful implementation.

* Support the Country Team Lead in the preparation of consultant and/or subcontractor Scopes of Work and budgets, and play a key role in the daily technical management of these resources – coordinating their work, reviewing deliverables, and facilitating their production of high-quality work meeting contractual requirements.

* Assist with preparation of regular project reports and other intermittent reporting as required.   * Assist with the development of annual workplans and their updating as required, including components of the project implementation budget.

* Contribute to the development of knowledge management tools and other products, and activities/events.

* Carry out other specific duties and tasks as may be assigned within identified competencies.

 

Qualifications:

* Bachelor’s degree in Engineering, or other relevant technical degree.

* Registration with Engineering Institute of Zambia or relevant professional body.

* A minimum of 5 years of professional experience, with a demonstrable knowledge and experience in engineering design for water supply and sanitation services, ideally within Zambia.

* At least 5 years’ experience in preparation of detailed cost estimates of water and sanitation projects.

* Demonstrated knowledge of the water and sanitation sector in Zambia.

* Experience in capital investment planning for private or public organizations.

* Strong quantitative and analytical skills and ability to communicate technical information clearly and effectively to both technical and non-technical teams.

* Strong interpersonal skills and demonstrated comfort working on concurrent tasks and activities with professionalism on a global program operating in multiple countries and time zones.

* Experience in working on donor-funded projects will be an added advantage.
