Legal and Regulatory Expert
Tetra Tech International Development Services, headquartered in Arlington, VA
is recruiting for a Legal and Regulatory Expert to support the USAID-funded Bosnia-Herzegovina (BiH) Energy Policy Activity. The expert will work to create an investor-friendly legislative framework in accordance with Energy Treaty obligations and to continue the integration of BiH’s energy sector into the regional and EU energy markets. This position is contingent upon contract award.
Responsibilities include:
- Coordinate cooperation with the BiH Regulator in relation to energy market reform implementation.
- Provide advice and guidance on electricity market design and policy implementation.
- Support the development and implementation of market based cross-border gas and electricity sector regulation in compliance with Energy Community (EnC) Treaty requirements.
- Help to develop competitive energy market mechanisms, such as assisting newly unbundled electricity utilities.
- Develop missing BiH legislation, regulations and rules to create the pre-conditions for a BiH natural gas internal market.
- Facilitate and advise on legislative and regulatory modifications required for a fully functioning electricity market.
- Assist the BiH government with developing energy strategies and action plans.
- Provide strategic planning and capacity building support to energy stakeholders to ensure market reform.
- Build strong partnerships and effective coordination among energy stakeholders such as government agencies, utilities, donor organizations, NGOs, the private sector and investors.
Qualifications:
- A JD or equivalent legal degree.
- Experience working with the Energy Community (EnC) Treaty requirements.
- Experience with energy sector regulation, preferably in implementation of energy market reform and integration.
- Experience working with senior government officials, private sector leaders, and other stakeholders in the energy sector is required.
- Experience working with donor organizations on a similar project, EU and Eastern European countries preferred.
- Project management skills, including ability to develop successful working relationships.
- Familiarity with the political, social and cultural context of working in BiH is preferred.
- Fluency in English is required with strong oral and written presentation skills.
