Chief of Party- Energy Policy Activity

 Tetra Tech International Development Services headquartered in Arlington, VA is recruiting for a Chief of Party (COP) to lead the USAID-funded Bosnia-Herzegovina (BiH) Energy Policy Activity. The COP will work to create an investor-friendly legislative framework in accordance with Energy Treaty obligations and to continue the integration of BiH’s energy sector into the regional and EU energy markets. In addition, the COP will be responsible for leading all technical, financial and administrative aspects of the program. This position is contingent upon contract award.

 

Responsibilities include:

  • Lead and supervise a multidisciplinary team in the implementation of an energy sector reform project in BiH.
  • Provide technical leadership and supervise staff, consultants, and subcontractors.
  • Lead the overall technical implementation of project activities and interventions.
  • Manage all aspects of project administration and coordination with the home office.
  • Document and report on project activities, manage timely delivery of outputs,  provide technical and quality control review of project deliverables, and share project successes and lessons learned.
  • Prepare work plans, progress reports, financial reports, logistics reports, and other related project deliverables.
  • Serve as the primary liaison with USAID and collaborate regularly with the Contracting Officer and the Contracting Officer’s Representative (COR).
  • Serve as the primary point of contact for counterpart government organizations, other donors, private sector entities, and other key stakeholders in the region.

Qualifications:

  • Minimum 10 years of professional experience managing complex energy sector strategy and policy advisory projects, involving multiple stakeholders, where the clients were government entities.
  • A master’s degree or higher in the energy field, including engineering, policy, legal, finance, economics, and/or other related fields.
  • At least 5-7  years of experience managing USAID or other donor-funded energy projects.
  • Demonstrated experience in consensus building between energy industry stakeholders, such as government ministries, regulators, utilities, consumers and donors.
  • Proven leadership abilities in the management of similar technical projects.
  • Skills in strategic planning, management, supervision and budgeting.
  • Experience conducting high-level meetings with senior government officials and private sector leaders on critical energy sector issues.
  • Demonstrated skills in building, mobilizing, and leading diverse teams of sector technical experts, counterparts and implementing partners
  • Project management skills, including ability to develop successful working relationships.
  • Strong communication, analytical and project management skills are required.
  • Energy sector experience in Central and Eastern Europe is preferred.
  • Familiarity with the political, social and cultural context of working in BiH and/or the Balkans region is preferred.
  • Fluency in English is required with strong oral and written presentation skills.
