Chief of Party – Economic Governance Flagship Activity, Egypt

Tetra Tech International Development Services headquartered in Arlington, VA is currently accepting expressions of interest from qualified candidates for a potential Chief of Party - COP position on a USAID-funded program in the Arabic Republic of Egypt.

 

This activity will increase the effectiveness of governance systems across multiple ministries with the aim of decreasing corruption and increasing the attractiveness of Egypt to U.S. and international investment. This activity will support Egypt's ongoing efforts to increase the transparency of its public institutions; improve strategic and policy planning for reforms; and expand the use of innovative service platforms. The activity will encourage sustainability of economic reforms by applying consultative systems for government decision making, reducing government expenditure and curbing corruption while providing more responsive services to businesses and citizens. This is a long-term position for the length of 5 years, and the program will be based in Cairo.

 

Responsibilities:

* The COP’s primary responsibilities are aimed at providing overall leadership, management, and general technical direction of the entire program, ensuring an integrated vision among different components and actors, with a focus on achieving the results defined in the award.

* This individual is required to identify issues and risks related to program implementation in a timely manner, and suggest appropriate program adjustments.

 

Qualifications:

* A university degree (bachelors or higher) in any of the following or related fields: law, public administration, or management.

* An advanced degree is strongly preferred.

* At least 7 years professional experience in public sector institutional strengthening programs at a senior management level, including direct supervision of professional support staff.

* Experience with projects involving e-governance, public sector policy making, strategic planning, public sector change management, transparency/open government, and/or civil service reform.

* Proven leadership in the design, management, implementation, monitoring, and evaluation of similar-sized donor-supported programs.

* Skilled in high-level strategic visioning and leadership, preferably with experience in managing complex activities involving coordination with multiple partner institutions.

* Understanding of an African/Asian legal system (Egypt preferred).

* Strong communications skills, including interpersonal and written and oral English.

* Fluent in English; Arabic or Egyptian Arabic skills preferred.

* Egyptian nationals strongly encouraged to apply.

* Experience managing US-government funded programs in Africa and/or Asia is preferred.
