Deputy Chief of Party - Operations

Tetra Tech International Development Services headquartered in Arlington, VA is recruiting for a Deputy Chief of Party (DCOP) Operations in our Bangkok, Thailand office.  This position is contingent upon contract award and will report to the COP.

 

Responsibilities include:

·         Manage all operational aspects of the program, including financial, administrative, communications, contracts and human resources personnel in consultation with the COP

·         Supervise administrative staff and oversee the recruitment, hiring and onboarding process in coordination with the home office

·         Develop and maintain manuals based on corporate policies such as the operations, employee manual and emergency response plan

·         Provide reports to the home office on estimated costs to complete the program, potential risks to successful implementation, and monthly accrual reports

·         Draft and negotiate subcontract agreements in compliance with US Government procurement regulations and home office guidelines

·         Review program office bank records for accuracy and compliance with the US Federal Acquisition Regulations (FAR), USAID regulations and home office guidelines

·         Prepare detailed monthly and quarterly financial reports for USAID

·         Prepare and negotiate complex budgets (FFP, CPFF, and T&M) with subcontractors

·         Review and resolve complex subcontracting issues and invoices

·         Liaise with USAID to resolve invoicing, contractual, and operational issues

·         Participate in and respond to the US government during audits and financial reviews

·         Address complex international tax and VAT filing issues

·         Ensure that program deliverables are submitted to the Development Experience Clearinghouse (DEC), per the contract’s requirements

·         Ensure the program’s compliance with USAID regulations and the firm’s corporate policies

 

Qualifications:

·         A bachelor’s degree or higher in a field related to international development or business administration

·         7+ years of relevant experience with a USAID assignment of similar size and scope

·         Specific experience managing large procurements with USAID funding and knowledge of USAID rules and regulations

·         Experience supervising staff is required

·         Experience working in Asia is preferred

·         Ability to handle a high volume of large, complex tasks

·         Fluency in English is required with strong oral and written presentation skills
