Policy Reform Adviser

Tetra Tech International Development Services, headquartered in Arlington, VA seeks Policy Reform Adviser candidates for an anticipated USAID-funded Government Accountability and Policy Reform Activity in Niger. This three-year project is expected to: 1) strengthen the capacity of civil society to effectively use social accountability tools and approaches (transparency, participation, and mobilization) to build effective coalitions for reform and hold the government accountable; 2) improve the ability of targeted government institutions to be more effective and responsive; and, 3) develop constructive engagement spaces between citizens and the state for consultations and policy dialogue.

 

The Policy Reform Adviser will provide technical assistance to Nigerien government institutions to become more accountable to citizens and more effective and transparent in their operations. S/he will play a key role in building constructive engagement spaces between civil society and government. The Adviser will build relationships with key stakeholders to support reform efforts on both the supply and demand side and provide technical leadership and fulfill the responsibilities of the Chief of Party in her/his absence.

 

Qualifications:

* Master’s degree (or the equivalent) in law, social science, or a related field is required.

* At least 7 years’ experience working to improve the capacity of government institutions.

* Demonstrated expertise in policy reform, preferably in West Africa.

* Experience facilitating government-civil society dialogue and citizen engagement mechanisms.

* Experience managing staff to ensure that program deliverables are achieved according to the planned schedule.

* Prior experience with USAID, INL, or other donor-funded projects preferred.

* Fluency in speaking, reading, and writing French and English.
