Various Positions – Supporting Effective Justice in El Salvador

Tetra Tech International Development Services headquartered in Arlington, VA is currently accepting expressions of interest from qualified candidates for various potential positions on a USAID-funded program in El Salvador.



The purpose of the Activity is to strengthen the ability of the Salvadoran criminal justice system to effectively and sustainably respond to violent crime and corruption and reduce impunity and strengthen citizen demand for more accountable and improved justice services and reduced corruption, in order to disrupt the conditions that enable the operation of transnational criminal organizations, fuel citizen insecurity, and drive internal displacement and illegal migration.



This program will require candidates for various long- and short- term positions to carry out the expected activities according to the solicitation. The expected length of the contract is up to five (5) years. All the positions will be based in El Salvador.



Responsibilities: Will depend upon the position requirements.



Qualifications:

* Significant, demonstrated experience in at least one of the following areas:

  • Crime prevention, investigation and prosecution
  • Victim and witness protection
  • Judicial reform and policy making
  • Gender mainstreaming and protection of vulnerable groups, including gender gaps in justice and gender-based violence
  • Improving justice sector coordination
  • Criminal justice training and capacity building
  • Strengthening civil society and/or private sector to demand effective and accountable justice services
  • Access to justice
  • Investigation, detection, and prosecution of official corruption
  • Auditing, internal controls, and internal affairs
  • Corruption detection and prosecution
  • Digital evidence and forensic accounting
  • Codes of conduct and ethical norms
  • Monitoring and evaluation (M&E)
  • Grants management
  • Finance and administration of USG international development projects 

* Advanced educational background
* Demonstrated experience in managing international development programs, including experience in justice sector strengthening and anti-corruption projects, preferably in Central or South America
* Demonstrated leadership in project management and contractual compliance, with proactive and positive teamwork and excellent technical and analytical skills
* Experience with organizational development and capacity building of corruption oversight institutions

* Ability to perform at a high level and apply diplomatic skills with a wide range of stakeholders (i.e., national, regional, and local government officials, private sector, and civil society), and experience in managing complex activities involving coordination with multiple donors and partners

* Prior experience in the management, implementation, monitoring and evaluation of large donor-supported programs

* Strong leadership, administrative, management, presentation, reporting, and communication skills

* Fluent Spanish. Depending on the position, English fluency or proficiency will be required

* Experience working with criminal justice and integrity-related projects in developing countries preferred

* Salvadorian experts are strongly preferred
