Communications, Outreach and Reporting Specialist

 

Tetra Tech International Development Services seeks a Communications, Outreach and Reporting Specialist to support the USAID-funded Judicial Reform in Uzbekistan Program (JRUP). This program will support the efforts of the Government of Uzbekistan to develop rule of law, reform the judiciary, and improve the legal operating environment for NGOs and civil society organizations. Activities will contribute to locally-led development and self-reliance by providing input and expertise into the legislative reform process, the development of the legal profession, and facilitate strategic planning, including defining roles and paving the way for civil society development. Counterpart organizations will include the Ministry of Justice.

The Communications, Outreach and Reporting Specialist will undertake work in Tashkent, Uzbekistan in support of JRUP. The Communications, Outreach and Reporting Specialist will report to the Chief of Party (COP).

The Communications, Outreach and Reporting Specialist’s primary responsibilities are aimed to lead strategic communication and outreach activities, to support efforts to increase public understanding of the judicial reform process and laws, regulations, and procedures relevant to civil society. The Specialist will also manage the program’s public outreach strategy and prepare marketing materials. The Specialist will ensure the program is following its communication plan, as well as to develop weekly, quarterly, and annual reports in English. Core responsibilities will include:
* Writing weekly, quarterly and annual programmatic reports in English.
* Writing press releases, speeches, and talking points as required.
* Writing and organizing background briefings for media.
* Coordinating with departments to write and/or edit articles for news publications.
* Reviewing the daily press for development topics and news, and preparing press clips and forwarding to senior management.
* Preparing reports and developing brochures and outreach tools to publicize project achievements.

Requirements:
* Bachelor’s degree (or the equivalent) in communications or a related field.
* At least 4 years’ experience developing communication and training materials for similar programs.
* Excellent communication/writing skills.
* Knowledge of MS Office software, web design, HTML and other media software packages (i.e. Photoshop, video editing software).
* Experience using Facebook, Twitter, and YouTube.
* Prior experience with USAID, INL, or other donor-funded projects preferred.
* Ability to work in an ambiguous and rapidly developing environment, must be comfortable with constant change of local partners, and multiple, competing priorities.
* Fluency speaking, reading, and writing in Russian and English. Fluency in Uzbek preferred.
