Land Legal Specialist - Land Reform Activity

 

Tetra Tech International Development Services is currently accepting expressions of interest from qualified Land Legal Specialist candidates for an anticipated 4-year Millennium Challenge Corporation (MCC)-funded Land Reform to Accelerate Agricultural Productivity (LRAP) initiative in Togo.

 

The LRAP initiative comprises four main objectives: (i) expand access to land by identifying, legitimizing, and formalizing customary land rights; (ii) move the legitimized rights into the formal system; (iii) improve the formal system so that it effectively protects all legitimate land rights; and (iv) expand inclusive access to land by ensuring that recognition of women’s rights, already recognized in formal law, are fully incorporated into practice.

 

Position Description/Summary:

The Land Legal Specialist will advise on the revisions and updates to legal codes, regulations, and commercial codes as they relate to the land project. Position to be based in Togo.

 

Responsibilities:

*Serve as an expert in legal aspects of the land reform program in Togo;

*Participate in the policy dialogue on legal aspects of the implementation of the land reform program;

*Build and sustain effective relationships with project staff, government officials, MCC, partners and other relevant stakeholders;

*Work with government officials to gather and analyze laws and regulations related to land reform;

*Coordinate closely with government officials, project staff, partners and other stakeholders to identify potential linkages between the land reform program and their legal structure.

 

Qualifications:

*Advanced degree in law or economics;

*At least 10 years of professional experience related to land tenure and governance in Francophone West Africa;

*Licensed legal expert to practice law in Togo;

*Previous experience with the government, or donor/multi-lateral development agency projects would be highly advantageous;

*Familiarity with development, political, social and cultural issues in Togo;

*Experience with legal drafting, land law, judicial cases dealing with land conflicts, and customary tenure issues required;

*Familiarity of the new Togolese land code, laws and regulations required;

*Excellent interpersonal skills. Demonstrated ability in managing relationships with senior Togolese government officials, local organizations and donor agencies is highly desirable;

*Excellent report writing skills required;

*French language fluency (oral and written) is required;

*Togolese nationals strongly encouraged to apply.
