Deputy Program Manager

 

Tetra Tech International Development Services is currently accepting expressions of interest from qualified Deputy Program Manager candidates for the Criminal Justice Program Support program. The position will be based in Liberia.

The DPM’s duties and responsibilities include, but are not limited to, the supervision of personnel, technical & functional program operations, maintenance and services at assigned Program management office location(s) engagement with the US mission to coordinate program operations and ensure deliverables occur on time, within budget, and meet quality standards for the customer (Department of State, International Narcotics & Law Enforcement Bureau (INL). The DPM reports directly to the Washington, DC based Criminal Justice Program Support (CJPS) Program Manager.

 

General Responsibilities:

* He/she shall have overall responsibility for in-country operations as defined by the task order.

* Responsible for contract administrative functions including safety, security, and labor reporting.

* Manage monetary resources to keep contract within budget guidelines.

* Maintain routine liaison with INL contract management staff in Liberia and Washington, D.C.

* Provide rapid and effective customer service and communication with INL, including regular bi-weekly and monthly reporting, or more frequently if required, on challenges and successes and an assessment of the impact of each.

*  The Contractor is responsible for taking weekly minutes, making any corrections identified by the USG and distributing electronically within twenty-four (24) hours of the meeting to the USG Program Office and COR.

* Ensure coordination and cooperation with other U.S. Government and international programs operating in Liberia.

* Conduct investigations into matters concerning security, safety, property accountability, misconduct, employee injuries, automobile accidents or other events deemed by INL as detrimental to the interests of the * * * U.S. Government by Contractor personnel; identify and initiate corrective or disciplinary action(s) as needed.

* Ensure report delivery, recordkeeping, administrative support, and internal administrative requirements.

* Provide high degree of customer satisfaction by quality performance and best-return for their investment.

* Oversee subcontract agreements with local companies providing labor, equipment, and supplies.

* Provide input to reports and administrative direction to employees in Area of Responsibility.

* Ensure employees adhere to the Program, Mission, and host nation standards of conduct concerning in- country operations.

Qualifications

* U.S. Citizen

* At least five (5) years of experience in the areas of program management and international law enforcement and/or criminal justice assistance programs with at least eight (8) year of professional experience working on similar DOS funded programs (i.e. DOJ, Homeland Security, USAID)

* A minimum of Bachelor’s degree in associated discipline (Criminal Justice, Corrections, Law, etc.) preferred.

* Must possess or be able to obtain a secret clearance.

* The DPM may be required to have specific expertise relevant to the specific Task Order.

* Must be able to live and work in Liberia during contract duration.

* Long hours, exposure to weather and hazardous conditions.

* Must have the ability to pass the pre-employment screening, medical, psychological requirements.

* Valid and current driving license at least one year.
