Special Advisor to the HNP Director General/Inspector General

Tetra Tech International Development Services is seeking an experienced Special Advisor to the HNP Director General (DG) for a government client.  The position will be based in Haiti.

 

Advisor to the HNP Director General:  The position function is to provide useful advice to the Director General, to provide sound management guidance to help him/her meet lawful objectives and to facilitate meetings and information flow to the police executive and the senior staff.  The advisor shall incorporate into her/his duties the coordination with the HNP on all of the security-related aspects of the DOS/INL Washington/INL Haiti programs in Haiti.  The advisor shall coordinate all activities with the INL Haiti Director, attend regular meetings at the Embassy with the INL Haiti Director, and be responsible for preparing a written monthly report, which not only details activities undertaken, but provides an assessment of challenges and successes to INL programs and the work of the DG. 

 

General Responsibilities:

·       Coordinate with and seeks guidance from INL;

·       Plan, organize, and develop programmatic initiatives;

·       Advise on issues of strategic planning, including personnel deployments, HNP-wide budgeting, etc.

·       Establish effective professional relationships with upper level Government of Haiti (GOH) members;

·       Prepare concise and accurate records and reports; Keeps INL Washington/INL Haiti regularly informed of programmatic and political developments;

·       Maintains extensive knowledge of Police operations;

·       Understand and interpret policies, procedures, and directives;

·       Prioritize tasks and meet established time lines.


Requirements:

·       Valid U.S. driver’s license and ability to operate a standard transmission vehicle (an International Driving Permit for third country nationals)

·       Unblemished background

·       Excellent health and be able to pass requisite physical, medical and psychological tests

·       Valid U.S. passport (for non – U.S. citizens, valid passport from their country of citizenship)

·       Negotiating, interpersonal and leadership skills.

·       The ability and willingness to train other individual in their area of expertise.

·       Bachelor’s Degree or higher is required.

·       On active duty or retired from a bonafide police or sheriff’s department. 

·       At least 10 years of law enforcement experience in a police agency including resource management and planning experience, preferably serving a geographical area with a population of at least 250,000.

·       Have held at least the rank of Lieutenant or similar for at least 2 years.

·       Demonstrated leadership in policing, preferably in an international setting.

·       Previous international experience in police operations

·       English and Haitian Creole language proficiency, both written and spoken is required; French is highly desirable.
