TECHNICAL AND ADMINISTRATIVE SPECIALISTS, IMPROVING GOVERNANCE

Tetra Tech ARD, is currently accepting expressions of interest from qualified Technical and Administrative Specialists, for long-term positions on an upcoming USAID funded Improving Governance in Zambia program.  The multi-year “Improving Governance in Zambia – Supply Side” project will seek to improve service delivery and accountability in government by strengthening procurement, audit and internal control functions in targeted ministries. These Ministries include Health, Community Development, Mother and Child Health, and Education.

 

Director of Administration and Finance

*Master’s degree in related field.

*Expertise in financial management, human resource management, grants and subcontracts management, logistics and communications.

*Minimum of 5 years of experience with USAID financial and operating rules and regulations.

*Fluency in English required

*Zambian or regional nationals strongly encouraged to apply.

 

Technical Specialists:

Experts in each of these areas will draw upon their knowledge of these governance processes, the risk potential for abuse in each, and best practice for averting such risks. Experts will be expected to work with government counterparts to adjust and revise standard operating procedures, pilot test new procedures, and implement the new procedures through training, on-the-job mentoring, and new manuals

· Audit Expert

· Internal Controls Expert

· Monitoring and Evaluation

· Communications

· Administrative and Financial Management

  

Qualifications:

*At least five (5) years of professional experience in developing countries

*Expertise in one or more of the following areas: anti-corruption, procurement, public finance, auditing, communications, , information systems, monitoring & evaluation, knowledge management and communications, institutional arrangements, institutional strengthening and capacity building in the service delivery sector;

* Strong technical knowledge in good governance functions in Zambia.

* Good understanding of procurement, audit and/or internal control functions and procedures as they operate in Zambia and demonstrated ability to interact professionally and work constructively with a range of individuals, including local partners and government officials.

* Training and experience in international best practice in these essential governance areas.

* Experience working on other USAID or other donor projects

*Prior experience in East Africa (Zambia preferred);

*Master’s degree in a related field is preferred;

*Zambian Nationals strongly encouraged to apply.
