PROCUREMENT AND LOGISTICS SPECIALIST

Tetra Tech ARD (www.tetratechintdev.com) has an immediate opening for a Procurement and Logistics Specialist (PLS) to join the firm’s home office team in Burlington, Vermont. This individual works under the general supervision of the Director of Contracts (DOC). The DOC assigns a PLS to each project. The PLS is an integral member of the Tetra Tech ARD Home Office Project Management Team, which consists of  the Senior Technical Advisor/Manager (STA/M), the Project Manager (PM), and the Contracts Specialist (CS). Other home office staff (e.g. Project Accountant, Startup & Closeout Specialist, Vice President for Administration (VPA), Controller, Grant Management Specialist, Budget Analyst, Accounting Specialist, Travel Specialist) are brought on to the team as needed. The Home Office Project Management Team works closely day-to-day with the project’s Chief of Party (COP) to provide quality control, ensure contract compliance and guarantee fiscal integrity.

The PLS is responsible for procurement for Tetra Tech ARD’s home office and field offices. The PLS and individual Project Managers coordinate with field staff regarding contract-funded procurement of equipment, shipping and logistics. The PLS takes direction from the DOC regarding procurement needs in Tetra Tech’s offices in Burlington and Washington, DC.

 

Responsibilities:

Including, but not limited to:

*Responsible for all purchasing of equipment and commodities for project offices funded by USAID or other client contracts. Assure that all required procedures are followed in sourcing, purchase, inspection, and shipping of project equipment/commodities, as defined in the USAID Acquisition Regulations (AIDAR) and Federal Acquisition Regulations (FAR) as well as the terms of each specific contract;
*May be asked to help define specifications for project equipment, the purchase of which can take different forms:

1.     Direct purchase – The Procurement and Logistics Specialist is responsible for soliciting quotations, reviewing bids with the project manager and team leader, placing the order and arranging shipment;

2.     Local procurement – The Procurement and Logistics Specialist guides the Chief of Party (COP) and his/her administrative/procurement staff through the procurement process;

*In coordination with COPs, maintain inventories of all nonexpendable items for all project offices and generate inventory  reports, at least annually, for USAID and, as needed, for Project Managers;
*Coordinate returns of equipment needing repair, as requested by project manager or COP;

*Provide guidance to team leaders and project managers, as needed, regarding the disposition of equipment at the end of each contract;

*Arrange for household effects (HHE) shipments, both air and surface, for all staff relocated overseas under each project;

*Purchase all home-office capital equipment, computers and peripherals, furniture; most office supplies and other related items, as needed, using Tetra Tech’s iProcurement process;
*Maintain an inventory of all Tetra Tech ARD computer equipment, including its location, purchase date/price, serial number and service dates. Also maintain contents list for the phone system, copiers, furniture, etc., for ARD’s home and Washington offices;
*Review telephone bills to ensure compliance with the service contract, contacting vendor to resolve any billing and/or service problems. Responsible for coordinating solicitation of quotations for telephone service prior to the end of each contract period and reviewing quotes Director of Administration to determine the best course of action;
*In coordination with the IT Specialist, purchase new telephone/data lines, as needed. Maintain a log of these lines and the location of each to ensure efficient service of the telephone system;
*Arrange for HHE shipments for new home-office staff, as directed by the President.

 

Qualifications:

*2 or more years of experience in a procurement related position preferred, ideally in support of United States Government Contracting;

*Associates degree or higher in a business or related field preferred;

*Comfortable in fast paced and multi-cultural environment;

*Professional fluency in a second language is a plus.

*U.S. citizenship or a valid U.S. work permit is mandatory.
