TECHNICAL ADVISOR FOR AFRICA – AFRICAN AND LATIN AMERICAN RESILIENCE TO CLIMATE CHANGE, ARLINGTON, VA OR REMOTELY

Tetra Tech ARD (www.tetratechintdev.com) has an immediate opening for a Technical Advisor for Africa to work in our Arlington, Virginia office or remotely. This individual will support the implementation of the Washington D.C.-based PLACE IQC Task Order, and further - the African and Latin American Resilience to Climate Change (ARCC) Program. The ARCC Program supports the Economic Growth objective within the USAID Foreign Assistance Framework by promoting adaptation to climate change, and integration of adaptation into other economic investments, in order to safeguard and motivate sustainable, climate-resilient growth. More specifically, ARCC is a three-year program designed to provide technical, analytical, and project assistance, as well as capacity building, to promote adaptation to climate change to improve the ability of vulnerable populations to respond to climate challenges and safeguard economic growth in Africa and Latin America/Caribbean. The Technical Advisor for Africa, will be a member of the ARCC team and work under the general supervision of the Chief of Party.

 

Responsibilities

*Provide technical guidance and contributions to the ongoing development of ARCC’s ‘climate change vulnerability assessment framework’;

*Lead and/or assist in the design of qualitative and quantitative survey instruments, as needed;

*Contribute to the design, development and field testing of ‘options analysis’ tools and methods;

*Assist with design and development of plans for field-based vulnerability assessments, including Scopes of Work (TORs), work plans and timelines;

*Develop and mobilize teams of technical experts and short-term technical assistance (STTA) to conduct national, regional and/or sector-based vulnerability assessments;

*Lead and/or participate in field teams to conduct scoping missions and vulnerability assessments focused at different scales, (national, regional, community) and on various sectors, e.g. agriculture value chains, water, forestry, health, gender, migration, and/or democracy and governance, as identified by USAID;

*Design and develop training materials, and conduct training of enumerators and field teams, for specific field activities (Formal surveys, PRAs, etc.) within the vulnerability assessments;

*Manage and ensure timely delivery of research outputs, (e.g. crop models, crop suitability maps, value chain analyses, etc.);

*Oversee, review and provide contributions to project deliverables, including: policy briefs, fact sheets, summary reports and vulnerability assessment reports;

*Maintain vulnerability assessment records and support knowledge management efforts through periodic evaluation exercises and documentation of lessons learned;

*Represent ARCC at professional conferences, share learning and identify new techniques and potential partners as appropriate;

*Lead or contribute to additional long- and short-term activities according to USAID requests;

*Other duties as assigned by the DCOP or COP.

 

Qualifications

*A minimum of a Master’s degree in a relevant discipline, e.g. Climate Science, Agricultural/Resource Economics, Natural Resource Management, Social Sciences, or a related field; 

*A minimum of seven years professional experience in 1) Africa and/or 2) Latin America and Caribbean is required;

*Minimum of ten years of professional experience in agriculture, biodiversity conservation, forestry, democracy and governance, health and/or disaster risk reduction;

*Demonstrated success in implementing programs aimed at increasing resiliency to climate change, building adaptive capacity, democracy and governance, and/or disaster risk reduction;

*Demonstrated knowledge of the latest developments in advancing best practices in climate change adaptation and evidence-based decision making;

*Demonstrated competency using relevant analytical tools, e.g. modeling, remote sensing, GIS, etc., will be an advantage;

*Demonstrated experience with options analysis and scenario planning is desired;

*Demonstrated experience in collaborating across sectors and working on multi-disciplinary teams;.

*Proficiency in French, Spanish and/or Portuguese desired. Fluency in English required;

*Previous experience working with USAID a plus;

*Experience in training and public communication is also desired;

*Willingness to travel internationally for work;

*For Arlington-based candidates, U.S. citizenship or a valid U.S. work permit is mandatory.
