Tetra Tech International Development Services headquartered in Arlington, VA is searching for a Director of Operations for a new USAID project based out of Bangladesh. Under the direct supervision of the Chief of Party, the Director of Operations will be responsible for establishing mechanisms for and hands-on participation in identifying and carrying out administrative and financial functions of the project, oversee all administrative and financial staff functions related to project office management, and will manage all administrative matters concerning human resource management. The Director of Operations will ensure that the project office follows best practices to reach project objectives. All work will be conducted in interactions with staff, counterparts, and clients. Position will be based in the Bangladesh project office. The selected candidate must be willing to relocate to Bangladesh for the duration of the project.
USAID's new anti-corruption activity will focus on reducing corruption over the next five years by increasing transparency in public-resource management. A key goal of this activity will be to strengthen oversight of watchdog institutions and civil society organizations.
This position is contingent on project award.
Responsibilities:
* Oversee Project operations and administration and ensure that subcontractor programs meet expectations
* Responsible for overall Project compliance with the contract, Tetra Tech policies and procedures, and USAID regulations
* Provides operational support to regional offices and coordinators, and ensure quality control over reports, products and other project deliverables
* Strategically collaborates across project goals to manage logistics and administrative support for technical activities
* Provides technical advice and guidance related to establishment and oversight of the grants program, including establishing relationships with grantees
* Organizes and distributes responsibilities and tasks to support staff and ensures delivery of expected outcomes and products
* Directs and participates in all office administration functions, including day to day management of the project office in Bangladesh
* Participates, supports, and oversees the implementation of the project’s annual work plans
* Participates in the review and drafting the Security Action Plan
* Oversees all administrative matters concerning human resource management in accordance with Tetra Tech contracts and Bangladesh Labor Law
* Supervises the timely preparation of all required financial and administrative reports
* Ensures quality control over reports, products and other project deliverables
* Supports training and development of program staff
* Ensures best practices among staff in meeting project objectives
* Provides information for required reports and deliverables as requested by Chief of Party
* Supports the organizing, planning, and implementation of budgets
* Other duties as assigned by the Chief of Party
Qualifications:
Employee will meet the following minimum qualification standards for the positions, where appropriate experience equivalent has been indicated:
* Minimum 8 years of relevant experience
* Degree in relevant field
* Previous operational and administrative management experience at the senior/leadership level
* Demonstrated reporting, writing, and communication skills
* Supervisory experience required
* Prior experience on international donor-funded rule of law projects preferred
* Fluency in spoken and written English required
* Strong organization skills, team work, and utmost professionalism.
