Deputy Chief of Party, Operations - USAID Urja Nepal

Tetra Tech’s International Development Services, based in Arlington, VA, is recruiting for a Deputy Chief of Party (DCOP) - Technical  to support the implementation of USAID’s Urja Nepal Activity. The position is full-time and is contingent upon contract award. The DCOP will report to the Chief of Party.

 

Position responsibilities:

  • Manage all operational aspects of the project, including supervising the activities of the home office accounting/finance, contracts, IT, and human resources groups, as well as oversight of trainings, procurement, and reporting.
  • Assist the COP in collaboration with the home office staff on USAID approvals, technical and financial reporting and budgeting.
  • Supervise project administrative staff and oversee the local recruitment, hiring process, employment agreements in coordination with the home office human resources group.
  • Develop and maintain project manuals based on corporate policies such as the project office operations, procurement, accounting, travel, transportation, health safety and security, and emergency response among others.
  • Provide reports to the home office on estimated costs to complete the project, potential risks to successful implementation, and monthly financial accrual reports.
  • Review bank records for accuracy and ensure compliance with home office accounting guidelines and US Government financial management regulations.
  • Prepare detailed monthly and quarterly financial reports for USAID.
  • Prepare and negotiate complex budgets (CPFF, T&M, and FFP) with subcontractors.
  • Review and resolve subcontracting issues and review invoices.
  • Liaise with USAID to resolve invoicing, contractual, and operational issues.
  • Participate in and respond to the US government during audits and financial reviews.
  • Address international tax and VAT filing issues.
  • Ensure that the project deliverables are submitted to the Development Experience Clearinghouse (DEC), per the contract’s requirements and COR direction.
  • Ensure the project is compliant with USAID regulations and Tetra Tech’s corporate policies.
  • Manage corporate registrations to remain in compliance with local laws.
  • Keep detailed inventories of the project funded assets and prepare regular reports for USAID in accordance with US Government and home office guidelines.
  • Train local staff on home office and US Government regulations, policies and procedures related to USAID project management.

Essential KSA’s required (experience, skills, education, certification, etc.):

  • At least 5 years providing management of operations and/or technical issues on a USAID or other donor-funded project. Prior experience with energy projects is a plus.
  • Master’s degree in international development, economics, management, engineering, law or related field, or Bachelor’s degree with 7 years related work experience.
  • Demonstrated knowledge, skills, and/or experiences in financial planning and management, and procurement, among other management support areas/functions.
  • Knowledge of USAID rules and regulations is preferred.
  • Experience supervising staff is required.
  • Experience working in South Asia is preferred.
  • Ability to handle a high volume of large and complex tasks.
  • Strong oral and written communication skills.
  • Fluency in English (reading, writing and presentation skills) is required.

Valued but not required KSA’s:

  • Fluency in Nepali is a plus.

Line management responsibility:

  • Local operations and administrative staff.

Physical demands & work environment:
