Deputy Chief of Party – Tajikistan Sustainable Agriculture and Land Tenure (SALT) Activity

Tetra Tech International Development Services headquartered in Arlington, VA is currently accepting expressions of interest from qualified candidates for potential expert positions on an anticipated USAID funded program focused in the Khatlon region of Tajikistan. The goal of this Activity is to assist the Government of Tajikistan (GOT) to reduce hunger, malnutrition, and poverty of smallholder farmers by developing more productive and efficient agriculture systems, building the resilience of smallholders, and improving the enabling environment to facilitate long-term growth.

 

The anticipated components of this Activity are:

  1. Enhanced agriculture systems through improved productivity and access to markets as well as  increased availability and consumption of diverse and nutritious foods.
  2. Strengthened resilience of vulnerable smallholders through diversification of livelihoods, strengthened institutions, improved natural resource management, and increased inclusivity of the agricultural system.
  3. Improved enabling environment through effective land governance management and systems, access to and use of agronomic and land information for both public and private stakeholders, and a strengthened policy environment at the national and local levels.

 

Position Description: The DCOP serves as the principal point of contact in Tajikistan for procedural and substantive matters in the absence of the Chief of Party (COP). The DCOP must be able to demonstrate that s/he has the requisite experience to effectively backstop and reinforce the other long and short-term specialists; ensure that synergies among Activity elements and grantees are capitalized upon; ensure that the Activity focus remains on achieving results; and manage an effective monitoring and reporting system. This is anticipated to be a full-time position based in Tajikistan.

 

Qualifications:

*Minimum of seven (7) years’ experience on projects in a development context similar to Tajikistan;

*Minimum of three (3) years’ experience in managing projects for nutrition-sensitive value chain development and rural resilience, including land use;

*Experience leading international donor-supported programs of similar size and complexity, USAID experience a plus;

*Advanced degree in agriculture, marketing, business, nutrition, natural resource management, land rights and use, or related field;

*Professional proficiency in Tajik or Russian, and English is required;

*Prior experience living and working in Tajikistan or other countries in Central Asia strongly preferred;

* Qualified applicants from Tajikistan highly encouraged to apply.
