Electricity Sector Specialist

Tetra Tech International Development Services, headquartered in Arlington, VA is searching for an Electricity Sector Specialist, French speaker to provide technical, project management, and business development support for legal and regulatory projects in the electricity sector. S/he will perform technical analyses, develop presentations, conduct research and write technical reports. S/he will be based anywhere globally, with travel to project locations occasionally to execute technical tasks in collaboration with local project personnel, project stakeholders, and clients.

 

Position responsibilities:

· Develop and deliver advice to stakeholders in electricity sector reform processes on a variety of topics, including:

energy policy and regulation,

power sector reform, to include unbundling and liberalization,

electricity markets and market design, and

regulation associated with integration of renewable generation & energy efficiency.

· Analyze existing structures of the electricity sector in developing countries, and advise on appropriate reforms drawing on international best practices.

· Work with electricity sector regulatory agencies to strengthen their analytical capacity in implementing the regulatory framework.

· Support the electricity sector planning processes, working with energy ministries, utilities, and regulatory agencies.

· Assist task leads with prioritization of activities and the development of work plans.

· Write first drafts, prepare and finalize technical presentations, reports, papers, and other deliverables.

· Support proposal preparation and business development efforts

· Develop the technical portion of marketing materials

· Interact directly with the clients under the direction of a senior team member

· Work independently on complex tasks

· Other tasks as assigned

 

Essential KSA’s required (experience, skills, education, certification, etc.):

· Energy sector project implementation experience in legal and regulatory issues related to the operation and reform of the electricity sector

· Must possess at least a Master’s degree in engineering, economics, or related field, and/or is a qualified lawyer.

· Must speak, read, and write in both French and English

· Excellent communication skills – able to communicate complex information and deliver verbal and written messages effectively

· Strong research capabilities, using a variety of primary and secondary sources

· Strong organizational, teamwork, and technical skills

· Must be able to manage several tasks simultaneously, and prioritize as necessary

· Self-starter, working effectively under deadlines

 

Valued but not required KSA’s:

· International experience and global perspective – direct experience working in developing countries is preferred

· Prior experience as a consultant or work for a donor agency/international organization in the electricity sector is preferred.
