Country Coordinator– Integrated Land Resource Governance Project (ILRG), West Bengal

 Tetra Tech International Development Services, headquartered in Arlington, VA is currently accepting expressions of interest from qualified candidates for a Country Coordinator position on a USAID and PepsiCo co-funded program in West Bengal, India. Only Indian nationals may apply. 

 

Position Description/Summary: The purpose of the Country Coordinator position is to provide strategic support to design, implement and supervise activities using gender and women’s empowerment approaches and tools in three districts of West Bengal, India for USAID and PepsiCo. The position will be full time, based in Kolkata (West Bengal), for an initial period of one year, with the potential for an extension up to four years.  The project will require significant (up to 50%) travel in three pilot districts (Bankura, Hooghly and Bardhhaman).

 

Responsibilities:

* Providing leadership and direction to the project’s field implementation team and additional short-term technical assistance resources on all project activities;

* Participating/leading project technical activities, including:

* Working with Landesa researchers to visit women’s leasing groups to better understand their current leasing and agricultural capacity needs to identify good practices (approach 1);

* Conduct an analysis of gender partnership opportunities that will further PepsiCo sustainable farming practice compliance, identifying the who, what, where, when, how, and why of any potential opportunities;

* With input from PepsiCo staff, develop advocacy tools outlining win-win opportunities for each identified partner; and

* Working with PepsiCo staff, organize meetings with identified partners to develop no-cost or low-cost memoranda of understanding outlining how partners can work together to meet mutual objectives, using women’s empowerment tools and approaches.

* With support from the Task Manager, Chief of Party, and Deputy Chief of Party as needed, managing project personnel to assure highest standards of performance are achieved, including setting performance expectations, conducting annual performance reviews, documenting poor performance in the file, following all local labor laws, providing leadership that effectively prevents, mitigates, and addresses any perceived discrimination in the workplace, and helping to model and administer Tetra Tech corporate- level policies regarding ethics, health, safety, and the Foreign Corrupt Practices Act, among others;

* Supervising all India staff including administrative and/or technical assignments, signing of timesheets, travel approvals, recruitment; and provides training and conducts performance evaluations, or delegate these authorities as required;

* Serving as the official spokesperson of project activities with in-country stakeholders such as client representatives, host country government, and other collaborating organizations;

* Coordinating the preparation of progress reports that update the client on project implementation and all other major project deliverables defined in the contract;

* Providing quality assurance/quality control of all ILRG India deliverables;

* Ensuring that contractual obligations are met and that the project implementation plan is being successfully implemented;

* Collaborating and coordinating with the home office Task Manager to ensure that firm-wide resources are available to support contract management and provide quality services to the client;

* Determining strategy for addressing any implementation issues/problems and supports site visits related to project supervision or problem resolution, in conjunction with the Task Manager, as needed;

* Assuming responsibility for project risk identification, management, and mitigation in collaboration with home office, including identification of project risks, development of solutions and responses, and mitigation as required (If necessary, collaborates and coordinates with home office Internal Compliance Committee should field audit of potential risks or compliance be required);

* Representing the project and Tetra Tech in-country at conferences, seminars, and other professional meetings;

* Approving and/or coordinating the preparation of any needed scopes of work and timetables for the design and implementation of program activities in conjunction with the implementation plan and in accordance with Tetra Tech ARD policies and contractual obligations and USAID regulations;

* Monitoring and evaluating project performance and progress, and keeping Tetra Tech and the client organization informed on progress and results;

* Working with field staff and the Task Manager to develop, plan, and implement all programmatic training;

* Coordinating with the ILRG Finance/Administration Assistant (based in Delhi) to plan and budget individual activities in accordance with the implementation plan;

* Coordinating with the Task Manager, Deputy Chief of Party, and Deputy Project Manager to ensure that all administrative and human resources procedures and policies are followed;

* Ensuring that any project equipment is handled in accordance with client and Tetra Tech policies and regulations such as SOPs and the Code of Conduct;

* Complying with Tetra Tech policy on media inquiries, consulting with home office on response management;

* Coordinating and collaborating with other Tetra Tech operating units regionally to facilitate a “one Tetra Tech” presence;

* Complying with all Tetra Tech corporate training requirements, and/or as required for quality control and risk management;

* Implementing any other appropriate activities deemed to contribute to project success, in coordination with the Task Manager.

 

Qualifications:

* Bachelors’ Degree in project management, rural development, business administration or similar field. Masters’ Degree preferred.

* At least 10 years’ experience implementing agriculture/ rural development programs in India. Direct experience in the potato value chain preferred.

* Direct experience successfully implementing women’s economic empowerment programs required.

* Experience in private sector engagement and public-private partnerships preferred.

* English and Bengali language skills required.

* This position is only open to Indian citizens.
