Tetra Tech International Development Services, headquartered in Arlington, VA is a holder of the Famine Early Warning Systems (FEWS NET) 7 IDIQ contract. Tetra Tech is now accepting expressions of interest from qualified candidates to join the Washington DC-based FEWS NET Pillar One – Emergency Food Security Analysis Team, to facilitate rapid start-up should USAID award this Task Order to Tetra Tech.
FEWS NET is a leading provider of food insecurity monitoring and early warning services that enable the US Government and its partners, including governments and national, regional, and international government and non-governmental organizations, to prepare for and respond to food security crises anywhere in the world. FEWS NET is headquartered in Washington DC and has 26 country and regional offices in Africa, Asia, and Latin America. The objectives of activities implemented under Pillar One are to: (1) build the evidence base for food security analysis; (2) carry out emergency food security analysis and decision-support; and (3) strengthen networks and local systems to improve their capacity to contribute to and utilize FEWS NET analyses and reporting.
The Operations Manager is one of five Washington DC-based positions that sit within the Operational Support Team to provide operational and administrative guidance and support to project field offices, including country and regional offices in East, West, and Southern Africa, LAC, and the Rest of the World.
Responsibilities:
* Provide administration and operations support directly to the field offices in the region of coverage to support local work plans and corresponding operational and administrative needs;
* Assist DCOP-FO and Regional and National Technical Managers with local staff and consultant recruitment, hiring, and contracting;
* Assist field offices with preparation of local budget projections, maintaining appropriate financial systems, paying VAT on time, and monitoring potential risks to the overall financial situation in each country of coverage;
* Support procurement, grants, and subcontracts to procure goods and services and award grants consistent with relevant USG practices, liaising with home office support;
* Supervise one Deputy Operations Manager (East and West Africa only).
Essential Qualifications and Competencies:
* Bachelor’s degree in management, agriculture, economics, anthropology, statistics, or related field;
* Fluency in English required; French required for West Africa; Spanish required for LAC;
* At least five years of experience providing operations management support to USAID-funded overseas programming, either in the field or from the home office;
* Experience living and working in a relevant FEWS NET country preferred;
* Proficient in the use of Microsoft Office;
* Willingness and ability to travel to relevant countries;
* Strong communications, organizational, and financial management skills.
* U.S. citizenship or a valid U.S. work permit is an absolute requirement.
