Chief of Party, MESC II, Jordan

Tetra Tech International Development Services headquartered in Arlington, VA is currently accepting expressions of interest from qualified candidates for a potential Chief of Party position on a USAID-funded program Jordan.

 

Project Description and Position Summary: The anticipated Management Engineering Services Contract - Phase II (MESC II) project will provide technical assistance and capacity building for the Government of Jordan (GoJ) to reduce non-revenue water (NRW) throughout the Kingdom.  The project will support the Ministry of Water and Irrigation (MWI), the Water Authority of Jordan (WAJ) and its water utility companies, and the Jordan Valley Authority (JVA) by helping to plan, design, and oversee implementation of NRW reduction activities, including feasibility analysis, development of specifications and tender documents, and monitoring construction and results, while developing administrative and management capacity within GOJ entities to conduct this work in the future.

 

The Chief of Party (COP) position is a long-term position based in Amman, Jordan. The COP is responsible for overall project management, quality assurance, and setting the strategic direction and framework under which the project will be implemented. The COP will lead a team of long-term technical staff and short-term experts to implement MESC II’s expected two main components: technical assistance for NRW construction works and water utilities administration assistance.

 

Responsibilities:

* Overall management of the project, including liaising and coordinating with USAID and Tetra Tech’s home office;

* Ensure quality oversight of all services and products provided by the project, including those from long-term and short-term staff and subcontractors;

* Provide technical leadership and supervise staff, consultants, and subcontractors;

* Lead the overall technical implementation of project activities and interventions;

* Manage all aspects of project administration and coordination with the home office;

* Document and report on project activities, manage timely delivery of outputs, finalize technical and quality control review of project deliverables, and share project successes and lessons learned;

* Lead preparation of work plans, progress reports, financial reports, logistics reports, and other related documents;

* Serve as the primary point of contact for counterpart governments, other donors, private sector entities, and other key stakeholders in the region.

 

Qualifications:

* Degree in water, civil, or sanitation engineering (related disciplines such as economics, finance, or public administration will be considered if accompanied by extensive water utility experience);

* At least 10 years of professional experience in water utility management, non-revenue water (NRW) management, and water systems engineering and construction; irrigation management knowledge is also preferred;

* Minimum of 5 years of successful experience in senior-level leadership positions, equivalent to a Chief of Party, on medium to large-scale USAID, or other donor-funded projects;

* Outstanding project management, leadership, and change/ transformation management skills;

* Demonstrated expertise with USAID procurement rules and contract compliance, USAID monitoring and evaluation systems, and USAID Reg 216;

* Excellent stakeholder collaboration and coordination skills required;

* Outstanding intercultural communications skills;

* Previous relevant experience in Jordan and/or the Middle East region preferred;

* Fluency in English required, Arabic highly preferred.
