Local Water Finance Specialist

Tetra Tech International Development Services is currently accepting expressions of interest for Short Term Technical Assistance (STTA) from qualified Local Water Finance Specialist candidates for USAID’s Water, Sanitation and Hygiene Finance (WASH-FIN) program to support the capacity needs assessment and preparation of a Capacity Development Program for the United Financing Framework (UFF) in the Philippines.

 

WASH-FIN is a five-year program financed by the United States Agency for International Development (USAID) implemented as a task order under the Making Cities Work Indefinite Delivery Indefinite Quantity (IDIQ) contract. Its primary objectives are to close financing gaps to achieve universal access to water and sanitation and to increase the potential to reach additional beneficiaries at scale in priority countries. WASH-FIN is in the third year of a 5-year implementation and currently active in seven countries (Cambodia, Kenya, Mozambique, Nepal, the Philippines, Senegal and South Africa).  In the Philippines, the goal of the one-year WASH-FIN activity is to assist the government in operationalizing the Philippines UFF.

 

Position Description/Summary: The implementation of the UFF signifies more public resources allocated for sector investments to progressively increase access towards universal coverage; and rationalized allocation of public resources for viability gap funding (VGF) of municipalities’ projects prioritized according to level of access, poverty incidence and water-borne diseases. A VGF Model will be used as the standard tool for project appraisal and determination of the level of the national government grant support. The overall objective of this assignment is to review and modify if necessary, the preliminarily developed viability gap funding model and validate assumptions with government agencies and service providers, as well as test the model with identified case studies. In addition, support will be provided to capacitate key stakeholders on VGF model implementation through a training and provision of a VGF manual.

 

A detailed Scope of Work will be provided to short-listed candidates.

 

Schedule & Level of Effort

This assignment will be undertaken approximately between April 15, 2019 and July 31, 2019 for 30 days.

 

Qualifications:

* At least an undergraduate degree in either economics, finance, public administration, or related field

* At least five years of work experience; preference will be given to those with experience working with water supply utilities

* Has to be adept with Excel-based financial model preparation and/or financial analysis

* Strong written and verbal communication skills in English

* Philippine nationals strongly encouraged to apply.
