Capacity Development Specialist

Tetra Tech International Development Services is currently accepting expressions of interest for Short Term Technical Assistance (STTA) from qualified Capacity Development Specialist candidates for USAID’s Water, Sanitation and Hygiene Finance (WASH-FIN) program to support the capacity needs assessment and preparation of a Capacity Development Program for the United Financing Framework (UFF) in the Philippines.

 

WASH-FIN is a five-year program financed by the United States Agency for International Development (USAID) implemented as a task order under the Making Cities Work Indefinite Delivery Indefinite Quantity (IDIQ) contract. Its primary objectives are to close financing gaps to achieve universal access to water and sanitation and to increase the potential to reach additional beneficiaries at scale in priority countries. WASH-FIN is in the third year of a 5-year implementation and currently active in seven countries (Cambodia, Kenya, Mozambique, Nepal, the Philippines, Senegal and South Africa).  In the Philippines, the goal of the one-year WASH-FIN activity is to assist the government in operationalizing the Philippines UFF.

 

Position Description/Summary: The Consultant is expected to establish the capacity needs of key sector actors, the National Economic and Development Authority, Local Water Utilities Administration, Department of Interior and Local Government and Department of Health, and other entities in the implementation of the UFF Program and to prepare the priority capacity building program. The capacity building program must identify the technical know-how, analytical tools and skills required of key agency personnel to implement the UFF Program, including setting its enabling conditions. He/she shall also collect existing tools and knowledge products for water supply and sanitation planning, programming, management, project preparation and the like, and catalogue tools for ease of access and use.

 

A detailed Scope of Work will be provided to short-listed candidates.

 

Schedule & Level of Effort

This assignment will be undertaken approximately between April 22, 2019 and July 31, 2019 for 50 days.

 

Qualifications:

* At least undergraduate degree in either economics, finance, public administration, or related field

* 5 years or more work experience; must have working knowledge of water supply and sanitation sector in the Philippines and familiarity with utility planning and operations

* Strong written and verbal communication skills in English

* Philippine nationals strongly encouraged to apply
