Development Credit Authority (DCA) Consultant - USAID/PERFORM Project

Tetra Tech International Development Services headquartered in Arlington, VA is currently accepting expressions of interest for a Development Credit Authority (DCA) consultant on our Malawi Protecting Ecosystems and Restoring Forests in Malawi (PERFORM) program.

 

The PERFORM program seeks to engage a consultant to develop a “proof of concept” for the proposed Urban Energy Solutions DCA. This is a short-term assignment from March – April 2019 with travel to Malawi.  As part of this effort the consultant will:

 

Responsibilities:

* Conduct a desk review, with support from PERFORM staff, to create a comprehensive list of prospective financial institutions and investors in LPG, improved charcoal cookstoves, and/or sustainable charcoal in Malawi that could potentially access and utilize DCA loan guarantees.

* Based on the findings of the desk review, travel to Malawi to meet with PERFORM staff, USAID/Malawi, and viable financial institutions and investors in LPG, improved charcoal cookstoves, and sustainable charcoal.

* Assess obstacles and opportunities for DCA utilization in Malawi to support improved urban energy solutions.

* Develop an assessment report that describes in detail these challenges and opportunities, and identifies a potential pipeline of private sector firms and businesses whose loans could be backed by DCA guarantees.

* Develop relevant “LPG and improved charcoal cookstove market briefs” and “case studies highlighting opportunities and successes in guarantee utilization related to improved energy solutions (both within and outside of Malawi)” to inform USAID thinking on the DCA.

* Present the findings of the assessment to the PERFORM team and USAID/Malawi.

 

 

Qualifications:

* Prior experience working with USAID’s Development Credit Authority.

* Strong verbal and writing skills.

* Excellent facilitator and presentation skills.

* Availability to travel to Malawi.
