Chief of Party – Azerbaijan Private Sector Activity (APSA)

Tetra Tech International Development Services headquartered in Arlington, VA is currently accepting expressions of interest from qualified candidates for a potential Chief of Party (COP) position on an anticipated USAID funded program in Azerbaijan. The goal of this Activity is to utilize a partnership and co-investment approach to support a more resilient Azerbaijan economy, beyond the oil sector, by improving the competitiveness of the private sector with a special focus on agriculture and reducing the administrative barriers that hinder the development of micro, small, and medium enterprises in Azerbaijan.

 

The objectives of this Activity are:

1.       Develop a more diversified non-oil economy through initiatives that assist small and medium-sized agribusinesses and farmers to grow;

2.       Improve the business environment for micro, small and medium businesses; and

3.       Support Azerbaijan’s economic reforms.

 

Position Description:

The COP will be the principal point of contact in Azerbaijan for procedural and substantive matters. The COP will coordinate and ultimately be responsible for all contract management and implementation. The COP will be the primary liaison with USAID/Azerbaijan on technical matters and must adjust programs and operations in response to USAID/Azerbaijan technical direction. The COP will also be responsible for ensuring quality control and the overall responsiveness of technical assistance provided under the award.

 

The COP’s primary responsibilities are aimed at providing overall leadership, management and general technical direction of the entire Activity, ensuring an integrated vision among different components and actors, and a focus on achieving the results defined in the award. Specifically, they will be responsible for leading activities under Objectives 2 and 3 (improving business environments for micro, small and medium-sized businesses and increasing Azerbaijan’s economic stability by supporting economic reform initiatives to help boost the non-oil sector). This individual will be expected to identify issues and risks related to Activity implementation in a timely manner and suggest appropriate adjustments. This is anticipated to be a full-time position based in Baku, Azerbaijan for five years.

 

Qualifications:

*Experience leading international donor-supported programs of similar size and complexity, at least five

years of which was in a development context similar to Azerbaijan’s;

*Must be a subject matter expert in MSME development and business environment improvement;

*Must possess a master’s degree in business or international development, economics, public administration or a related area or 5 years equivalent experience;

*Previous experience in Azerbaijan or countries with similar development challenges;

*Demonstrated management, leadership, political acumen, and interpersonal skills; strong writing and oral presentation skills;

*Working level knowledge of Russian (preferred);

*Working level knowledge of Azerbaijani (preferred);

*Prior experience living and working in Azerbaijan or any other countries in the Caucasus (preferred).
