Tetra Tech International Development Services is implementing a five-year program titled Water Sanitation and Hygiene Finance (WASH-FIN), financed by the United States Agency for International Development (USAID), and implemented as a task order under the Making Cities Work Indefinite Delivery Indefinite Quantity (IDIQ) contract. Its primary objectives are to close financing gaps to achieve universal access to water and sanitation and to increase the potential to reach additional beneficiaries at scale in priority countries. WASH-FIN is in the third year of a five-year implementation period, and is currently active in seven countries (Nepal, Philippines and Cambodia in South/Southeast Asia, and Kenya, South Africa, Mozambique and Senegal in Africa).
WASH-FIN is currently accepting expressions of interest from qualified Team Leader candidates for its Activity in Nepal, to be based with its Technical and Administrative Team in Nepalgunj. WASH-FIN Nepal is a 30-month activity that began in August 2017 and is working to develop decentralized models for local/municipal WASH service delivery under the new federal structure in collaboration with central, provincial, and local governments. The main objective of the WASH-FIN Nepal Activity is to improve WASH sector financing and service delivery through the establishment of commercially viable frameworks and models at the local level. For water supply, the intervention is supporting cost-reflective tariff analysis and development, sound business plan creation, and financial transparency of local providers. For sanitation, non-networked fecal sludge management models will be assessed to inform on technical standards and operational procedures and support sound business plan creation.
The Nepal Country Team Leader (CTL) is responsible for the effective implementation of WASH-FIN’s country activities, with direct oversight for country-specific technical, financial and administrative management. The Nepal CTL is the main link with USAID/Nepal, all partners in the country of operation, and the in-country WASH-FIN team. The Nepal CTL supervises technical and administrative support staff, short-term consultants, and subcontractors providing intermittent technical assistance for in-country activity implementation. Travel within the western region (7) and other domestic travel will be required. International travel is not anticipated.
Responsibilities:
* Provide leadership, supervision, and direction to the WASH-FIN in-country implementation team and additional short-term technical assistance resources.
* Serve as the official WASH-FIN spokesperson and maintain relationships with Nepal WASH sector stakeholders, including USAID/Nepal, WASH-FIN Nepal partners, and WASH development partners group.
* Provide technical assistance in all four Nepal activity components, commercially viable model development for decentralized water supply, creditworthiness enhancement of chosen water user groups/water boards, institutional and financial models for fecal sludge management, and knowledge management in accordance with the contract statement of work and approved country-specific work plan.
* Plan and mobilize resources for implementation of the WASH-FIN Nepal Activity.
* Manage and supervise directly all country-specific personnel, including administrative support staff, and local and international consultants hired and contracted for the project.
* Ensure the sound financial management of the in-country budget, and control and authorize all in-country expenditures.
* In collaboration with the WASH-FIN Deputy Chief of Party (DCOP) and the Director of Operations, prepare an annual country-specific budget plan, and review and revise it regularly.
* Carry out other specific duties and tasks as may be assigned within identified competencies.

Qualifications:
* Qualifications and skills: Master’s degree in Engineering, Finance, Economics, Urban Planning, or any other relevant degree. Excellent advocacy and communications skills are required.
* General professional experience: A minimum of 10 years of professional experience, with a demonstrable knowledge of the policy issues and challenges of the water supply and sanitation sector in Nepal.
* At least 5 years of experience specifically working in the water and sanitation sector is required.
* Prior experience leading or managing donor funded programs is required, preferably contracts. USAID experience is preferred but not required.
* Familiarity with relevant technical specifications, design parameters and related engineering or finance industry practices.
* Ability to work in a multi-cultural, multi-ethnic environment with a geographically dispersed team.
