Program Manager

Tetra Tech International Development Services, headquartered in Arlington, VA is recruiting for a Program Manager (PM) in our Bangkok, Thailand office.  This position is contingent upon contract award. The PM will lead all technical, financial and administrative aspects of the regional energy program and will coordinate closely with our US Government client to implement the program’s overall strategy.

 

Responsibilities include:

  • Lead and supervise a multidisciplinary team in the implementation of a large and complex regional energy program
  • Provide technical leadership and supervise staff, consultants, and subcontractors
  • Lead the overall technical implementation of project activities and interventions
  • Manage all aspects of project operations and coordination with the home office
  • Document and report on project activities, manage timely delivery of outputs, finalize technical and quality control review of project deliverables, and share project successes and lessons learned
  • Supervise the preparation of work plans, progress reports, financial reports, logistics reports, and other related documents
  • Serve as the primary liaison with our US Government client through its Contracting Officer and the Contracting Officer’s Representative (COR)
  • Serve as the primary point of contact for counterpart governments, other donors, private sector entities, and other key stakeholders in the region

Qualifications:

  • Minimum 10 years of experience in providing advisory services on energy programs
  • A master’s degree or higher in the energy field, including engineering, policy, legal, finance, economics, and/or other related fields
  • Proven leadership abilities in the management of similar technical projects
  • Skills in strategic planning, management, supervision and budgeting
  • Experience working with senior government officials, private sector leaders, and other stakeholders in the energy sector
  • Demonstrated skills in building, mobilizing, and leading multi-disciplinary teams
  • Strong communication, analytical and project management skills are required
  • Familiarity with the political and cultural context of working in Southeast Asia is preferred
  • Experience managing international US Government-funded or other donor-funded energy programs is preferred but not required
  • Proven ability to handle multiple tasks in a fast-paced, deadline-oriented environment
  • Fluency in English is required with strong oral and written presentation skills.
