Solid Waste Management and Composting Specialist

Tetra Tech International Development Services, headquartered in Arlington, VA is currently accepting expressions of interest from qualified Solid Waste Composting Specialist candidates for the Water, Sanitation and Hygiene Finance (WASH-FIN) Project Activity in Nepal. WASH-FIN is a five-year program financed by the United States Agency for International Development (USAID) implemented by TetraTech. WASH-FIN supports closing financing gaps to achieve universal access to water and sanitation. WASH-FIN is in the third year of a 5-year implementation and currently active in 7 countries (Nepal, Philippines, and Cambodia in South/Southeast Asia, and Kenya, South Africa, Mozambique and Senegal in Africa). 

 

Position Description/Summary:

In Nepal, WASH-FIN is working to develop models for decentralized local/municipal WASH service delivery under the new federal structure in collaboration with central, provincial, and local governments. Models focus on establishing clear roles and responsibilities, and commercially viable approaches to service delivery. One of the models being developed is for the sanitation service chain in the municipality of Gulariya (Pop. ~ 56,000). The municipal fecal sludge treatment plant (FSTP) was recently brought back online, however the plant is operating below its capacity. The site also has an integrated solid waste management (SWM) function including dumping pits for organic material and a solid waste sorting area at the FSTP site which need improvement.

 

In order to improve the integrated service delivery model, WASH-FIN is supporting the municipality to optimize the solid waste management component, and to initiate resource recovery through the sale of compost, dried sludge cakes, and recyclables.

 

Tetra Tech would therefore like to contract the services of a Solid Waste Management and Composting Specialist (Consultant) in Nepal to provide guidance on SWM and composting practices and opportunities for improvement.

 

The objectives of this assignment are to support the WASH-FIN Nepal team to better understand existing SWM practices in Gulariya, opportunities for improvement, and associated capital and operational costs. The Consultant will undertake technical and operational analyses, including review and analysis of data collected by WASH-FIN, to produce recommendations for the implementation of improved SWM and composting activities at the integrated FSTP/SWM site in Gulariya. The consultant will work closely with WASH-FIN and other STTA consultants in a team effort. The work will take place over a 30-day period between February 1 and April 30, 2019.  

 

Responsibilities:

* Review municipal solid waste management, recycling, and composting practices that have been adopted in Nepal by various partners/stakeholders for an inception report;

* Conduct interaction meetings and sessions with municipality officials to identify issues and challenges on SWM and composting, and gain insights into viable options for resource recovery;

* Develop and advise on the appropriate SWM system for the Gulariya Municipality as input to a business plan for the integrated FSTP/SWM operation (to be developed separately by WASH-FIN);

* Advise on practical modifications or retrofitting of the composting pits at the FSTP site;

* Propose modified design to the existing set-up.

 

Qualifications:

* University degree in Environment and/or Civil Engineering

* Five years’ professional experience in Solid Waste Management sector

* Experience in options analysis of municipal Solid Waste Management and/or composting

* High level of proficiency in written and spoken English required

* Nepali citizenship required.
