Senior Corrections Advisor

 

Tetra Tech International Development Services is currently accepting expressions of interest from qualified Senior Corrections Advisor candidates for the Criminal Justice Program Support program. The position will be based in Liberia.


The Senior Corrections Advisor will provide technical corrections expertise on behalf of INL and advise the MOJ and  Bureau of Corrections and Rehabilitation (BCR)  on ways to reform the corrections/prisons system in a way that complies with the UN’s Standard Minimum Rules for the Treatment of Prisoners with the overarching goal of a safe, secure, and humane corrections system.

 

The Senior Corrections Advisor must perform but is not limited to:

* Advising the INL Director and Deputy in Monrovia and INL Liberia Program Officer on the desired design and coordination of corrections programs for Liberia, based on daily work and existing facilities and management evaluations;

* Advising and mentoring the Assistant Minister for Rehabilitation and his officers while co-located in their offices, on the appropriate structure for the Liberian Correctional System.  This includes:  the most effective division of duties among the leadership; advocating for budgetary resources and procurement; working to- ward the Bureau of Corrections and Rehabilitation (BCR) becoming a semi-autonomous agency within the MOJ; and developing and gaining legislative and executive approval for pending legislation affecting the correctional system. Developing a nationally standard prisoner classification system;

* Monitoring and mitigating misappropriation of resources, and directing toward their best use, to maximize spending efficiency.

* Recommending improvements for achieving accurate and nationally standard inmate record keeping;

* Standardizing and training on national prison administrative procedures;

* Determining appropriate training for COs nationwide, based on the SCA’s expertise, and existing information INL and others have gathered on the Liberian Correctional System.  Training shall involve and integrate metrics to prove training effectiveness and change ineffective training.  It may also involve expat SMEs when necessary and as approved by INL;

* Coordinating to ensure that project activities are complementary and not duplicative through maintaining a close working relationship with:  the UN Country Team organizations; NGOs, other INL/USAID/DOS and USG advisors and other donors. Combining resources and activities among USG and other donor programs shall be a priority when INL deems efficient and in the best interest of programming.

* Preparing background materials, talking points, updates, and reports for INL when requested, articulating INL programming for Liberia’s corrections system;

* Establishing and maintaining effective and respectful professional relationships with GOL officials at the functional level, including:  the MOJ and each of its independent agencies; the Judiciary and its James A.A. Pierre Judicial Institute; others deemed suitable as directed by INL/Liberia.  INL/Liberia must grant prior authority for liaising with GOL officials at the policymaking level, or at the level of the Solicitor General and above.

* Serving as SME for INL in existing and developing GOL policies, procedures, and directives in relations to the Corrections arena.

The Senior Corrections Advisor may be assigned shift work throughout Liberia.

Required Qualifications:

* U.S. Citizen.

* Ability to possess/maintain MRPT certification.

* At least 10 years’ recent experience in corrections operations, management, organizational development, planning and/or training, 2 years of which must have been at the rank of assistant warden (or equivalent) or higher.

* At least 4 years’ experience in senior management roles responsible for strategic planning, resource management, and budgeting.

* Must satisfy the requirements for Corrections Advisor IV outlined in the base contract.

* Must have a total of not less than 15 years professional work experience.

* Graduation from a certified state or federal corrections or probation officer training academy.

* A bachelor’s degree from an accredited college or university. Individuals without a degree but with at least five years of corrections management experience at the rank of warden (or equivalent) or higher will be considered.

* Knowledge and experience dealing with organized criminal groups operating in a prison environment.

* Superior interpersonal skills.

* Superior writing and communication skills.

* A mission-oriented perspective.

Demonstrated capacity to seek out and establish relationships with stakeholders within the U.S. Government, foreign governments, and/or NGO community and effectively coordinate with government and non-government actors to achieve concrete results, particularly in challenging environments.

Ability to adapt to changing circumstances and to brief senior level policy-makers.



Desired Qualifications:

* One or more of the following work experiences:

* Experience working on development or related programs in active-insurgency/conflict/post-conflict environments.

* Experience working in Liberia or elsewhere in West Africa.

* Experience working with U.S. government agencies (e.g., Department of State, Justice, Defense, USAID) abroad.

* Experience/expertise developing corrections reform programs, especially in an international environment.
