Tetra Tech International Development Services is seeking an experienced Senior Gender Affairs Advisor for a government client.  The position will be based in Liberia.

The Senior Gender Affairs Advisor will mentor, advise, and train Liberian law enforcement and/or other justice sector officials in dealing with gender issues within the police service as well as the public. The Senior Gender Affairs Advisor will also assist units specializing in dealing with sexual and gender based crimes and develop the capacity of such units to investigate, determine culpability, and develop evidence and present cases to court. The Senior Gender Affairs Advisor will work primarily with the LNP but may be directed by INL, to assist the LDEA  other GoL civilian security agencies.

The  Senior Gender Affairs Advisor shall communicate regularly with the INL Director in Monrovia and coordinate efforts with the CO and/ or COR, in order to make certain such effort remains within policy objectives as determined by the U.S. Ambassador to Liberia.  Such communications and coordination will not involve any change to or expansion of the scope of work, costs, or contractual obligations. If, in the opinion, of the Contractor such communications and technical direction from the COR calls for effort outside the scope of the task order or is inconsistent with the requirements, the Contractor shall notify the CO in writing within ten working days after the receipt of any such instruction.  The Contractor shall not proceed with the work affected by the communications and/or technical direction unless and until the Contractor is notified by the CO that such communications and/or technical direction is within the scope of the task order.

The Senior Gender Affairs Advisor must communicate regularly with other U.S. law enforcement advisors, and the U.S. Senior SGBV advisors.

The Senior Gender Affairs Advisor will be co-located within the LNP where they will work with Women and Children’s Protective Services, Gender Affairs, Community Outreach and other sections as required. The Senior Gender Affairs Advisor will also work with the appropriate elements of the LDEA and GoL on an as requested basis.

In order to enhance LNP’s capacity for Gender Affairs, the Senior Gender Affairs Advisor will work with the above sections of the LNP to develop and implement:

•    Standard operating procedures and policies governing the detection, investigation, and prosecution of gender related criminal cases in Liberia.

•    Assessments of the root causes of the high rate of gender violence.

•    Systems and programs to strengthen the role of female officers within the organization.

•    Raising awareness within Liberian society of the role and need for female officers and the specific advantages they bring to policing.

•    Develop incentive programs for female recruitment and retention.

•    Determine training opportunities specifically targeting the female members of the LNP.

The Senior Gender Affairs Advisor will provide the following reporting during the initial year of effort.

•    Assess the current status of women within the LNP. Within three months provide a report detailing the present condition and noting specific cultural areas which may affect programming efforts.

•    Based upon the above, and no later than eight months after the start of the period of performance, provide an assistance plan with specific programming methods, complete with goals and metrics which are change based, for increasing the role and effectiveness of women within the LNP.

•    Review and assess, in writing, the current structure and performance of West Africa Centre for Peace Studies, from a law enforcement standpoint. Provide specific recommendations as to programming efforts which would improve this performance and capacity.

•    In cooperation with LNP leadership, develop programing assistance to address the areas noted above. Such programming must include goals and metrics which are change based (i.e. not a recitation of INL activity but a demonstration of actual transformation in capacity).

•    In cooperation with LNP, develop and participate in community awareness programs to address all aspects of gender issues as it relates to law enforcement. These will include rape, domestic violence, child labor, human trafficking and police recruitment.

The Senior Gender Affairs Advisor will be based in Monrovia, but will be expected to travel regularly to remote parts of Liberia, as well as other countries to advance international coordination on trafficking issues.

Required Qualifications:

•    U.S. Citizen.

•    Ability to possess/maintain MRPT certification.

•    Graduate of any U.S. local, state, or Federal law enforcement academy.

•    At least 10 years of experience as a full-time, law enforcement officer in a full-service U.S. local or state law enforcement agency.

•    Experience in gender affairs.

•    Mastery of law enforcement principles, methods, and practices to provide subject matter expertise in advising, mentoring, planning, development, and oversight in law enforcement programs.

•    Knowledge of police development in an international environment as demonstrated by at least five years of successful service in overseas law enforcement missions (NOT PSD etc.).

•    Superior negotiation and interpersonal skills.

•    Ability to build and maintain key relationships in a culturally diverse environment and negotiate the resolution of conflicting views to enable the implementation of policies and programs.

•    A working knowledge and demonstrated proficiency in Microsoft Office products, including Word, Excel, and PowerPoint.

•    Must be able to communicate in English with accuracy and fluency in order to participate fully and effectively in conversations on a variety of topics in formal and informal settings from both concrete and abstract perspectives.

•    Excellent communication skills (reading, listening, report writing, and oral presentation).

•    In possession of a current and valid driving license for at least one year.

Desired Qualifications:

•    A master’s degree in public administration, police administration, police science, criminal justice, business administration, or equivalent field from an accredited academic institution.

•    Experience in strategic planning, policy development, and implementation of major law enforcement programs.

•    Experience working or coordinating with U.S. government agencies such as the U.S. Department of State.
