Technical Experts, West Africa Municipal WASH Activity

Tetra Tech ARD is currently accepting expressions of interest from qualified candidates for potential technical advisor positions for an anticipated $10-25 million USAID-funded Municipal WASH activity in Cote d’Ivoire and Benin. The purpose of this project is to strengthen the ability of municipal governments and urban water and sanitation service providers to sustain, improve and expand on equitable water and sanitation services. Working with national and regional institutions, the 5-year West Africa Municipal WASH project will support city governments and utilities to professionalize services, fill critical needs and reach unserved populations. 

 

Sanitation Enterprise Advisor

The Sanitation Enterprise Advisor will be a senior technical advisor with experience facilitating access to private and public-sector finance to achieve sustainable development goals. He/she will join the project’s technical team to build networks of interested local and international partners to mobilize technical assistance, design financing solutions and structure deals between investors, financial institutions, and small or large enterprises. The candidate should have experience supporting development finance interventions and demonstrated success structuring and de-risking finance for small and medium enterprises. Experience supporting water and sanitation enterprises is strongly preferred.

 

WASH Enabling Environment Advisor

The WASH Enabling Environment Advisor will be a senior WASH professional with considerable experience working with national and local stakeholders to support successful WASH programming and governance. He/she will join the project’s technical team to determine institutional and enabling environment needs that will advance project success – this could include legal and regulatory frameworks, stakeholder understanding of roles and responsibilities, inter- and intra-ministerial coordination related to WASH, and organizational development. The candidate should have a demonstrated track record of progressively responsible experience providing leadership to donor projects with similar complexity; USAID project experience preferred. In addition, we seek candidates with demonstrated capacity to work with national, regional and municipal stakeholders in supporting institutional reform, developing and implementing development plans, and supporting enabling environments for development programming, including for WASH. Strong understanding of WASH governance structures (in Cote d’Ivoire or Benin) and familiarity with key stakeholders and decision-makers is required.

 

WASH Learning and Knowledge Management Advisor

The WASH Learning and Knowledge Management Advisor will work closely with the project’s technical team to lead the implementation of stakeholder and project learning and knowledge dissemination activities. He/she will provide strategic guidance and leadership to develop and oversee the implementation of the project’s knowledge management and learning strategy and will work with the project team to strengthen the capacity of institutional partners and stakeholders. He/she will engage stakeholders and communities of practice via knowledge platforms and communications. The candidate should have a demonstrated capacity to initiate, coordinate and facilitate learning and knowledge management activities with technical experts and stakeholders. Experience working on USAID-funded projects preferred, including knowledge of Collaboration, Learning and Adapting (CLA) principles. 

 

Monitoring and Evaluation (M&E) Advisor

The Monitoring and Evaluation (M&E) Advisor manages the project’s M&E unit staff and all M&E-related activities. He/she will develop the project M&E and reporting system and ensure that the project accurately documents and tracks results against its project implementation plan. In collaboration with the project’s senior management team, he/she will develop appropriate indicators and targets, manage baseline data collection, track regular progress against indicators, and support project evaluations. Ensuring timely, accurate and complete reporting, the M&E Advisor assists the Chief of Party with client (USAID), stakeholder, and decision-maker presentations on the project’s activities and results. The M&E Advisor is responsible for ensuring successful data quality assessment, evaluations, and other audits. The candidate should have experience in M&E for development programs demonstrating increased level of responsibility. Experience working on USAID-funded projects is preferred. He/she should have knowledge of WASH programming, including tracking recognized international WASH indicators.

 

Qualifications (in addition to the qualifications listed above):

*A Master’s Degree (BAC+5) in a related field.  

*10 years of relevant professional experience.

*Fluency in written and spoken French is required; proficiency in English is preferred

*Experience working in West Africa. West African nationals are strongly encouraged to apply.
