Finance and Administration Director, Access to Justice Project

Tetra Tech DPK seeks Finance and Administration Director (FAD) candidates for an anticipated USAID-funded Access to Justice Project in Rwanda. This project is expected to enhance the delivery of justice to Rwandan citizens. The activity will improve judicial effectiveness by strengthening judicial independence and capacity to advance rule of law, while promoting community-level dispute resolution and public awareness and understanding of the legal system.

 

The FAD will perform work for Tetra Tech and will oversee the financial operation, Procurement and Human Resource Management systems of the Project. The FAD will ensure that the project adheres to USAID and regulations and that the financial requirements established in contracts are fulfilled.

 

The FAD will report to the Chief of Party (COP) and the Home Office Finance and Administration Director

 

The FAD shall assume the following specific responsibilities:

*Serve as a member of the Project’s management team in strategic planning, project and time management, and monitoring performance; specifically, communicating and advising on current financial and administrative matters, including the Project Operation Budget.

*Maintain the Project’s Operating Budget including entering actual costs from monthly invoices and updating projections weekly in accordance with the work plan, office needs, and planned technical activities.

*Ensure that adequate local controls are in place and adhered to, especially with regard to financial procedures.

*Ensure that all the financial management of Tetra Tech is kept in a proper fiduciary manner, and that all reporting and records are maintained appropriately.

*Prepare monthly expense reports and ensure that QuickBooks data files are sent to Tetra Tech in accordance with the reporting schedule provided by the Tetra Tech Home Office Finance and Administration Director.

*Develop monthly financial budget forecasts and cash flow projections for program operations request for funds and monitor program budgets and deliver budget-to-actual spending variance reports to Tetra Tech Home Office.

*Conduct financial oversight of subcontracts and consultants signed by Tetra Tech taking into consideration that no payments should be made without having the deliverables, timesheets, and other required documents in the files along with the approval of the technical component leader.

*Manage procurement processes to ensure that they are in compliance with Tetra Tech and USAID regulations.

*Manage the HR process for local staff and consultants including recruitment, negotiations, onboarding, performance management, employee satisfaction, conflict resolution and status changes in accordance with local labor law and Tetra Tech and USAID regulations.

*Work with COP and administrative team to ensure compliance with necessary local statutory requirements (e.g. labor law, social security, taxation).

*Ensure complete and accurate procurement, subcontract, and consultant filing systems are in place with documented and supported records-of-actions for audit purposes.

*Identify challenges, obstacles, and difficulties affecting the operation and effectiveness of the project, develop strategies to solve these problems, and work with COP, management team and HO as needed to install and implement these strategies.

 

Qualifications:

*A university degree (bachelors or higher) in any of the following fields: accounting, financial management, or related fields; master’s degree preferred.

*At least 7 years professional in supporting and managing financial and administrative operations for internationally-funded development programs.

*Knowledge of USAID rules and regulations strongly preferred.

*Strong communication skills, including interpersonal and in written and oral English.

*Prior experience with USAID or other donor-funded projects preferred.

*Proficiency in English, French, or Kinyarwanda.
